Synopsis:Gaming matters. Requires certain disclosures from persons who receive payments pursuant to a development agreement. Provides that the right to inspect and copy certain disbursement information does not apply if the attorney general permits the person filing an annual report containing the information to keep the information confidential. Allows a permit holder to acquire a second pari-mutuel horse track. Provides that a person: (1) may have up to a 100% interest in not more than two casino licenses; and (2) may not have an ownership interest in more than two casino licenses. Defines "casino license" as a riverboat owner's license or a license to operate slot machines at a pari-mutuel horse track. Authorizes advance deposit wagering on horse racing. Permits a licensed owner to convert a riverboat into a permanently moored vessel without propulsion or navigation equipment. Provides for submission of plans and commission approval of the construction of a permanently moored vessel to replace a licensed owner's self-propelled excursion boat. Provides that a licensed owner converting a self-propelled excursion boat into a permanently moored vessel is not required to substantially alter the marine structural and life safety systems of the excursion boat if the excursion boat was in service before January 1, 2010. Removes obsolete provisions concerning the original riverboat licensing process. Updates provisions referring to the French Lick casino to conform to recent improvements to the casino. Authorizes a licensed owner or an operating agent to conduct card tournaments or other large gaming events in a hotel or other facility owned or leased by the licensed owner or operating agent. Reduces the admissions tax imposed at the French Lick riverboat from $4 to $3. Eliminates admissions tax distributions to the Orange County development commission and the West Baden Springs historic hotel preservation and maintenance fund (fund). Adjusts the amounts paid to other recipients of the admissions tax collected at French Lick. Eliminates certain restrictions under which the holder of a gaming permit may pay for complimentary drinks at certain events. Requires the alcohol and tobacco commission to adopt rules allowing gaming site permit holders to engage in certain trade practices and marketing activities. Provides that riverboat wagering taxes previously transferred to the Orange County convention and visitors bureau must be transferred to the Orange County development commission and the Indiana economic development corporation. Permits the operating agent to submit claims for the reimbursement of certain expenditures for the maintenance of the West Baden Springs Hotel and its surrounding grounds. Requires the department of natural resources to pay the claims. Provides that slot machine revenue devoted to horse racing is capped at the lesser of: (1) 15% of a racino's adjusted gross receipts; or (2) the amount devoted in the previous state fiscal year multiplied by 1.03. (Current law caps the amount at the lesser of: (1) 15% of a racino's adjusted gross receipts; or (2) the amount devoted in the previous state fiscal year increased by a percentage that does not exceed the percent of increase in the United States Department of Labor Consumer Price Index during the year preceding the year in which an increase is established.) Makes technical corrections. Annually appropriates interest accruing to the fund for the purpose of paying claims submitted by the operating agent. Repeals an obsolete definition.

Senate to consider gambling measure
The Senate Appropriations Committee voted 10-2 Tuesday to approve a wide-ranging gambling bill.
Senate Bill 405, which now moves to the full Senate for consideration, contains a number of provisions meant to make the gambling industry in Indiana more competitive as other states join the fray.
But the committee removed a significant portion of the bill that would have allowed the state’s current riverboats to convert to land-based operations in the same city or county they where reside for a one-time $50 million fee. The owner of the two Majestic Star casinos in Gary could have avoided the fee by giving up his second license to the state.
The committee received mixed signals from the casino association on land-based gambling and decided to eliminate the provision.
The possibility of an open license is what is driving the Fort Wayne and Steuben County conversations.
But there is no provision in the bill that would allow a referendum vote on gambling, something sought by Fort Wayne Mayor Tom Henry.

The Indiana Senate voted 33-17 to ease some requirements on casinos and give them tools to become more competitive.
Senate Bill 405 now heads to the House for discussion.
The bill is most notable for what it does not contain – the ability for existing riverboat casinos to move to land-based facilities and provisions allowing a referendum on gaming in Fort Wayne.
A few small provisions the bill has include removing navigation requirements from law that the boats have, allowing Internet wagering on horse races in Indiana and permitting casinos to have special poker tournaments in banquet rooms off the casino floor.
Area senators split on the bill. Those voting in support were Sen. David Long, R-Fort Wayne, and Sen. Tom Wyss, R-Fort Wayne. Those voting against were Sen. Gary Dillon, R-Columbia City; Sen. Dennis Kruse, R-Auburn; Sen. Travis Holdman, R-Markle; and Sen. Marlin Stutzman, R-Howe.

Former lawmakers representing Fort Wayne and Steuben County asked a Senate committee Thursday to add language to a gambling bill allowing a public referendum on gaming in those areas.
The vote on Senate Bill 405 was put off until next week, but the Senate Appropriations Committee took testimony for several hours Thursday.
Chairman Luke Kenley, R-Noblesville, said he doesn’t think the local referendum language is likely.
"But it’s such a work in progress that it’s probably wrong to rule anything out," he said.
The bill contains a number of provisions meant to make the gambling industry in Indiana more competitive as other states join the fray.
The biggest change in the bill would allow the state’s current
riverboats to become land-based operations in the same city or
county they reside in for a one-time, $50 million fee.
The owner of the two Majestic Star casinos in Gary could avoid the fee by giving his second license to the state.
The possibility of an open license is what is driving the Fort Wayne and Steuben County conversations.
Lobbyist and former state Rep. Matt Whetstone spoke on behalf of Fort Wayne Mayor Tom Henry and said the city would like consideration for a referendum in case a Gary license becomes available.
"Fort Wayne is a viable market that does create new revenue for the state," he said, noting a casino in Fort Wayne could stave off competition from a casino that has been authorized in Toledo.
Former state Sen. Bob Meeks focused on the unity of Steuben County elected officials in support of their requested referendum, noting the various city and town councils as well as county officials who have signed on in support of the effort.
Steuben County has 12.6 percent unemployment, and Meeks wants the opportunity to bring several hundred jobs to the county, which swells with tourists every summer.
"Northeast Indiana is the only part of the state not to have a riverboat," Meeks said.

If the Gary facilities are combined, there would be a free license available to other developers.

I just got off the phone
with Daniel Baldridge, he is the person in charge of Investor relations. We spoke for about 20 minutes about MediaG3's position. I first off asked him when we should expect PR- he replied "PR is coming in today".. so that is hopefully good news.
Secondly: he told me that the staff working in this company are all experts and know what they are doing. so he said " If you are looking to day trade this stock to make a quick buck, its fine - but this company is working hard to push their status to the next level (Nasdaq) and that long term investors are making a wise choice.
I dont want to jump the gun here but he also mentioned something about this company getting involved with G5.
goodluck to all with this one.
I personally have over half a million shares in this company and
