Federal Minister Gary Goodyear brought an early Christmas present to Windsor and Essex County Thursday in the form of more than $400,000 in business investment funding.
MPs Jeff Watson (C-Essex) and Dave Van Kesteren (C-Chatham-Kent-Essex) joined Goodyear, minister for the Federal Economic Development Agency for Southern Ontario, in making two separate funding announcements through the Investing in Regional Diversification Initiative.

The WindsorEssex Economic Development Corporation will receive up to $200,000 to support existing food processing businesses and attract new investments and Windsor Essex Capital Angel Network will get up to $225,000 for its business mentoring programs.
“There’s no denying the Windsor Essex region was hit hard by the economic downturn a few years ago but the economy is starting to rebuild,” Goodyear said. “We’re seeing in Windsor a renewed focus on innovation and investment opportunities that will trigger even more growth and economic development.”
Speaking at the offices of Downtown Windsor Business Accelerator, Watson announced the $225,000 for WE CAN. He said there is a need to “support our innovators in a number of areas” including access to financing, business skills training and marketing — which will allow WE CAN to expand its angel investor membership.
WE CAN chairman Omer Hageniers said the local network, with 11 investors currently, is in its infancy.
He said today’s funding will help new companies get financing and advice and allow the network to recruit more investors.
“Each of the angel investors is free to participate in a given investment or not participate as they see fit,” Hageniers said. “(Investors) will be able to help guide (new business owners) and help them make decisions that are based on the experience of the angel investor.”
Hageniers said the angel investors would be looking to “achieve financial rewards based on investing” in these new companies.

“Our government understands the importance of investing in angel networks,” Watson said. “Taking a business idea turning it into something that does well in commercial markets is something that we need to do more of in Canada — especially in areas right here like Windsor Essex.”
Earlier in the day, Van Kesteren made the announcement of $200,000 for WEEDC, while along side Goodyear, Watson and Leamington Mayor John Paterson at the Leamington municipal building.
Van Kesteren said the investment will “help the region’s suppliers to diversify their customer base and product offerings … and it is anticipated it will help the region maintain 750 jobs.”
Goodyear said it is the federal government’s “ vision to create the kitchen of North America right here in Southern Ontario.
“Helping businesses grow and diversify, be globally competitive so they can succeed and to reach out into all those new customer bases that our government is working so hard to sign free trade deals with,” he said.
Consultant Brian Payne said the federal funding, along with provincial funding received earlier in the year, will allow the WEEDC to continue to help those affected by the Heinz closure — farmers, growers, can suppliers, trucking companies, maintenance people, etc.
“Over the past year, ever since the Heinz closure announcement it’s really been a process for us to really look at the agriculture business here … in Windsor Essex and formulate a plan not only to attract new business but really to protect what we have in place,” Payne said. “A lot of these companies did business with Heinz and they’ve been there 50, 60, 70 years and they didn’t have other customers.
“So we didn’t know what Highbury Canco was going to mean to us at that time,” he said. “There were 750 jobs at risk beyond the jobs that were going to be lost through the Heinz transition, so we really wanted to look at protecting those positions and that’s what this funding really allowed us to do.”
Payne said eventually WEEDC’s work will lead to job creation and growing core businesses.
“Really we were more concerned with protecting those jobs on the supply chain.”
Essex County Warden Tom Bain, who attended both announcements, said it was great to hear “we’re on a recovery road.
“We’ve had some real hard knocks recently and the program that we’ve got now is attracting in business,” Bain said. “We’ve realized what a strength we’ve got in the agricultural area and certainly one of our programs now is diversification and this is going to give us a real boost in getting that diversification at a higher level, getting it there and more jobs for more people.”

Over the course of the last week or so i have read many posts on chat boards about the seemingly mysterious "development permit" and how it relates to Cen Biotech. Several posts reference the brownlee.com website wherein it is suggested that medical marijuana production facilities will be unable to "sneek into town" because they are required to obtain a development permit prior to authorized operation. Many people have alleged that Cen Biotech never aquired a "development permit" from the Town of Lakeshore and as such, is unable to operate its production facility. I believe these people are correct when they state that Cen Biotech never aquired a "development permit" from the Town of Lakeshore but are dead wrong about that preventing Cen Biotech from operating. My analysis is that Cen Biotech never obtained a "development permit" from the Town of Lakeshore because it doesn't exist in the Town of Lakeshore and is therefore irrelevant to Cen Biotech.
The following constitutes my legal analysis on the matter.
One must first be armed with an understanding as to what a "development permit" is before understanding its application, or lack thereof, in the case of Cen Biotech.
The "development permit" is a permit that is authorized and created under Ontario's "Development Permit System." The "Development Permit System" is broken down and discussed at length on the Ontario Ministry of Municipal Affairs and Housing website. (website link is mah.gov.on.ca) Ontario created the "Development Permit System" to allow local municipalities to better develop, control and achieve a community's future land use vision, provide greater flexibility to meet today's land use planning challenges and ensure certainty in the development process. The "Development Permit System" was codified as Ontario Regulation 608/06 on January 1st, 2007. Municipalities MAY CHOOSE (and i stress "may choose" to establish a "Development Permit System" in all or part of their municipality. Here's the kicker...the Town of Lakeshore has not established the "Development Permit System" in their community. As such, it doesn't exist in Lakeshore and, as such, Cen Biotech wasn't required to obtain one.
The mah.gov.on.ca website breaks the "Development Permit System" down and under section 5.1 specifically states that to implement the "Development Permit System," a local municipality must establish the framework in its OP (official plan). A local municipality must amend its OP in accordance with the prescribed requirements to identify the "Development Permit System" area and provide information on how the system is to be used. One can visit the Lakeshore Ontario website and review the Official Plan in its entirety. Nowhere in the official plan does it confirm that Lakeshore has adopted and/or implemented the "Development Permit System." Because Lakeshore has not adopted and/or implemented the "Development Permit Sytem" (recall it is discretionary from municipality to municipality) it doesn't exist in Lakeshore and as such, Cen Biotech wasn't required to obtain one. One cannot obtain that which does not exist.
Again, this is only my opinion but it is based upon my legal analysis of the above referenced facts for which i have provided a reference.
