JERUSALEM - Israel's defense minister hinted Saturday that the Jewish state is preparing for military action to stop Iran's nuclear program, but said international diplomacy must be the first course of action.
"Israel will not be able to accept an Iranian nuclear capability and it must have the capability to defend itself, with all that that implies, and this we are preparing," Shaul Mofaz said.
His comments at an academic conference stopped short of overtly threatening a military strike but were likely to add to growing tensions with Iran.
Germany's defense minister said in an interview published Saturday that he is hopeful of a diplomatic solution to the impasse over Iran's nuclear program, but argued that "all options" should remain open.
Asked by the Bild am Sonntag weekly whether the threat of a military solution should remain in place, Franz Josef Jung was quoted as responding: "Yes, we need all options."
French President Jacques Chirac said Thursday that France could respond with nuclear weapons against any state-sponsored terrorist attack.
Iranian Foreign Ministry spokesman Hamid Reza Asefi said Saturday that Chirac's threats reflect the true intentions of nuclear nations, the official Islamic Republic News Agency reported.
"The French president uncovered the covert intentions of nuclear powers in using this lever (nuclear weapons) to determine political games," IRNA quoted Asefi as saying.
Israel long has identified Iran as its biggest threat and accuses Tehran of pursuing nuclear weapons. Iran says its atomic program is peaceful.
Iran broke U.N. seals at a uranium enrichment plant Jan. 10 and said it was resuming nuclear research after a 2 1/2-year freeze. Germany, France and Britain said two days later that talks aimed at halting Iran's nuclear progress were at a dead end and called for Iran's referral to the U.N. Security Council.
The International Atomic Energy Agency, the U.N. nuclear watchdog, will meet Feb. 2 to discuss possible referral.
Israel's Mofaz said sanctions and international oversight of Iran's nuclear program stood as the "correct policy at this time."
In Germany, Jung called himself "confident that there will be a diplomatic solution in the case of Iran."
Israeli leaders have also repeatedly said they hope the crisis can be resolved through diplomacy, and they said any military action would have to be part of an international effort. They have denied having plans for a unilateral preventive strike.
Russian President Vladimir Putin has said Tehran might still agree to Moscow's offer to move its uranium enrichment program to Russia, a step backed by the United States and Europeans as a way to resolve the deadlock.
Israel's concerns about Iran have grown since the election of Iranian President Mahmoud Ahmadinejad, who said last year that Israel should be "wiped off the map."
On Friday, Iran's Students News Agency reported Friday that Central Bank governor Ebrahim Sheibani said Iran had begun moving its foreign currency reserves from European banks and transferring them to an undisclosed location as protection against possible U.N. sanctions.
Sheibani backed away Saturday from his statement that the transfers were already underway, and Iran's Central Bank said there had been no change in its currency policy.
Estimates put Iranian funds in Europe at as much as $50 billion.

Averaging Down is a Losing Proposition

Many traders, especially those new to the markets, have a habit of "averaging in" to trades that aren't going their way. The following reasoning is used: If this trade was a good entry at my earlier price, then it must be an even better entry now! On top of that, the trader gets caught up in the idea of improving his "average entry price."
DaytradeTeam traders have seen this mistake all too often...
Unfortunately most traders learn the hard way that this logic simply does not hold up. This is a natural response that everyone has, which is exactly why it doesn't work in a market. The reasoning that "this trade was good then so at this price it must be even better" is based on the flawed assumption that the first entry price was a good one.
Pride tries to keep us from realizing that the very fact that the position is a loser right now is PROOF that the first entry was NOT a good entry (at least not yet). In fact, the stock or option has moved in the opposite direction the trader thought it was going to move, indicating that either the analysis/reasoning used to take the position in the first place was incorrect or at the very least the reasoning has been weakened by the market action since the position was established. This does NOT mean that the trade is no longer a good one just because you did not make your initial entry at the perfect moment (who does?) -- it just means that you probably shouldn't be willing to put more capital at risk now that it has started to prove you wrong.
The other part of the reasoning, that "this will improve my average entry" is simply a mathematical illusion.
By "averaging in", you don't just move your entry closer to the current price (the part Pride makes us focus on), you also double your losing position (the part we don't want to see). Instead of 1000 losing shares at 10.25 you now own 2000 losing shares at 10.00 -- BIG DEAL -- you are still down $500 because the stock price is still at $9.75 and now you own 1000 extra shares of a stock that is in a downtrend instead of the uptrend you predicted!
Don't get me wrong, it is not always a mistake to increase your position on a losing trade -- some circumstances (such as the stock sitting right at a very strong resistance or support level) warrant it. If you absolutely must add to a losing position, always do so with the conviction necessary to exit the ENTIRE position quickly should the trade move against you (through that critical support level you saw, etc.) from there.
On the flip side of the coin is the exact opposite reasoning and the exact opposite results over time. Adding to winning positions is a practice rarely done by even the most experienced traders, but one that can lead to increased profitability over time. This is exactly the strategy that our #1 ranked Day Trading System has used successfully since 2000. The next few times you hear pride telling you to "lock in your profits", double your position and set a stop at your new "average entry". After 5-10 of these trades you will be surprised at what a profitable (and a confidence building) method this can be.
Once again, traders who ignore pride and trade the opposite of emotion will reap extra profits and a much more pleasurable trading experience. DON'T MISUNDERSTAND ME -- you will not profit more every time you add to a winner and you won't lose every time you add to a loser -- I am talking about trading strategies to work OVER TIME -- anything can happen in the window of a few trades.

France Warns of Nuke Response to Terrorism

L'ILE-LONGUE, France - President Jacques Chirac warned Thursday that France could respond with nuclear weapons to a state-sponsored terrorist attack, broadening the terms of his country's deterrence in the face of emerging threats.
The warning came as France worked with other Western nations to ensure that Iran does not become a nuclear power. But officials and experts said Chirac's comments were not aimed specifically at Tehran.
"Nuclear deterrence ... is not aimed at dissuading fanatic terrorists," Chirac said in a speech delivered at the L'Ile-Longue nuclear submarine base in the western region of Brittany.
"Leaders of states who would use terrorist means against us, just like anyone who would envisage using, in one way or another, arms of mass destruction, must understand that they would expose themselves to a firm and fitting response from us," he said. "This response could be conventional. It could also be of another nature."
France's nuclear arsenal is considered a purely deterrent force to protect the nation's vital interests and is not intended for regular combat.
But Chirac, who has the power to decide on deploying nuclear weapons, said there should be no doubt "about our will and our capacity to use nuclear arms" if the country's vital interests are threatened.
He addressed new threats in the post-Cold War world. While traditional enemies are now allies of the West, he voiced France's concerns about volatile new alliances emerging between regional powers and terrorists.
"In numerous countries, radical ideas are spreading, advocating a confrontation of civilizations," he said, adding "odious attacks" could escalate to "other yet more serious forms involving states."
Chirac did not explain what he meant by regional powers. But officials close to the president and experts said he was laying out France's strategic posture, not designating an enemy.
Bruno Tertrais, a defense expert at the Foundation for Strategic Research, said Chirac was not changing the threshold for use of French nuclear weapons but the array of threats that could trigger a nuclear response. The United States moved in the same direction last year.
"This is a message to any kind of regional power that might believe it could bypass French nuclear deterrence by using terrorist means," Tertrais said.
"This is really Chirac's nuclear legacy," he added. The 73-year-old French president, who last addressed the nuclear issue in 2001, ends his second term next year.
Chirac said nuclear warheads have been reduced on some missiles on France's four nuclear-armed submarines with the aim of targeting specific power centers rather than risking wholesale destruction in an enemy country.
"Against a regional power, our choice is not between inaction and destruction," Chirac said. "The flexibility and reactiveness of our strategic forces allow us to respond directly on the centers of power."
Tertrais said he did not believe Chirac was sending a message to Iran.
"That being said, Chirac certainly realizes that Iran will be one of the countries taking notice of the speech."
Iran broke a 2 1/2-year moratorium last week and restarted nuclear research, which Western countries fear is aimed at developing arms. France, Germany and Britain had been seeking a diplomatic solution with Iran to avoid an international crisis.
Chirac was speaking at a western base with the 110-member crew manning The Vigilant — one of the four nuclear-armed vessels. Submarines carry 85 percent of French nuclear warheads.
