You'll see Dr Richard Horner listed at the top. He's the Director of emerging technologies. The SER is working with technologies they believe can advance PRB coal to the next level. A big part of this is validating the technologies ability in the lab. Once that's complete, the program will help advance those technologies to commercial scale. CCTC appears to be an SER "front runner".

With an abundance of coal in our community, we see this as an anchor facility to support coal-to-products and new innovations.”

The Rotary Kiln was suggested by the University.
It was to increase heat and efficiency. Also to extract byproducts.

In the original process the coal came out about the same as it went in.
At least size wise..
After processed, the coal takes on a shiny-like surface. Altering it from it's original semi-porous, dusty self. To an impermeable, hydrophobic, stabilized dust-free product.

Simply reassembling the test plant would be a 4-6 week endeavor.
Retrofitting design elements and adding a partner-financed Kiln takes more time. 15 months alone just for the prototype Kiln.
Other than having the ability to test foreign coal. A reassembled plant would have only lead to additional foreign contracts pending the proven ability to scale up.
Moving the plant to Wyoming, partnering with the University, while taking advantage of recent tax incentives and commercialization programs, will lead to a much better global position. IMO

We peaked at/or near .28 equaling an estimated $50MM cap.

As far as being closer than ever. That's correct.
The market has grown extremely skeptical of clean coal technology companies over the years. It's seen as snake oil.
Once our management team, along with the University of Wyoming and others bring this to market. It will be an absolute game changer!
CCTC has stated many thing (as you've said)
One is they will be 50/50 ALL things Wyoming.
I'm optimistic news will hit about the same time we reach 250MM share-count.

This winter?
The Kiln is being used to beneficiate the coal.
A major concern of CCTC's partner (University of Wyoming) was their ability to prevent spontaneous combustion during transport. This Kiln will help thoroughly coat the coal using CCTC's proprietary process while automatically extracting lab-proven products. It will also aide researchers and scientists collaborating with CCTC and UW to study rare earth extraction from PRB coal.
This study will take place at the ACPIC facility which is currently in development.

Considering the drive time from where I believe it was manufactured. The kiln should arrive shortly.

Another interesting mention, is that of the Patent theft and National Security. Maybe there's a significant reason for this. Considering we have the first Assistant Secretary for Infrastructure Protection within the U.S. Department of Homeland Security on our BOD.
REE's and energy are both security concerns. Will new Wyoming energy produced by modular power plants be those of CCTC?
