What I see in the US is MASSIVE pockets. There government delay to have a federal program is keeping those monster check books on the sidelines FUmInG. Instead they need to find a legit alternative, ie Canopy. But for some reason their scared. STZ not included. No matter how Dominant Canopy is Globally, number #1 I’m rooting for, the day US has a federal market, the Sharks will come to prey. Market Caps will be even more redonculous. Canopy is using this barrier to make deals, develope IP, brand recognition and... better yet, A global foot print. There are other markets already turning. EU had federal MMJ jurisdictions. Hon. Judith Seidman: My question is to Leader of the Government in the Senate.
Honourable senators, we have yet another sign from this government that they’re content to throw caution to the wind when it comes to legalizing marijuana. Last week they admitted they have no choice but to skip the standard consultation process because they don’t have enough time to get it done before July 1. Instead, Canadians are being presented with a back-of-the-napkin plan, leaving serious health and safety questions unanswered. All Canadians, especially parents and patients, deserve to know the facts about how legal marijuana will affect them in their daily lives.
Can the Leader of the Government in the Senate tell us why this critical health and safety process is being rushed at the expense of transparency?
Hon. Peter Harder (Government Representative in the Senate): I thank the honourable senator for her question. I dispute her premise which suggests that the bill is being rushed. The bill is just before us. I anticipate that later this afternoon we’ll begin second reading debate. I hope that the honourable senator participates on an urgent basis in that debate so we can have all the facts before us as the Senate contemplates its views on this matter.
I welcome all honourable senators briefing themselves to be able to participate in the debate in the days ahead.
Senator Seidman: No matter how robust the consultation, the government has sacrificed transparency for the sake of a political deadline — a deadline, by the way, that nearly half of Canadians believe is too soon.
Without seeing the regulations, we have no way of knowing if they will protect the health of Canadians or keep our kids safe. The government is exploiting a loophole that, according to the Treasury Board, is intended for minor housekeeping amendments or regulations that respond to emergencies that pose major risks to health and safety. So, which one is it? Is the Liberal plan to legalize marijuana minor housekeeping, or is it a self-made emergency that threatens the health of Canadians?
Senator Harder: Again I thank the honourable senator for her question. Let me simply repeat that the issue of marijuana and Bill C-46, which as I said earlier will begin debate here in this chamber today, has been debated for some time in the other place. It has not been sprung on Canadians. There has been a long debate. Indeed, it was part of the platform of this government when it ran for office over two years ago. This house will have ample opportunity to participate in that debate and exercise, as it should, our judgment with respect to the bill before us. I welcome the senator’s participation.

Hon. Claude Carignan: Honourable senators, I would like to continue on the topic of marijuana, specifically with regard to Bill C-45. Is the Leader of the Government in the Senate aware that the bill, in its current form, allows young people under the age of 18 to have up to five grams of cannabis in their possession at school?

Senator Harder: I thank the honourable senator for his question. I welcome his participation in the debate on the bill, when he is able to come forward with his critic’s speech. That would be an appropriate opportunity for all of us to engage on all the details of the bill and to comment on how this bill of the government compares to the bill that he introduced in this chamber on the very same subject.

Senator Carignan: I am surprised by your response. However, the clause is quite clear. Apparently, the goal of legalizing marijuana is to discourage kids from using it. Norway has one of the lowest rates of marijuana use among young people. Did the government look at what Norway is doing to reduce marijuana use among youth, rather than what it is doing here, which is basically throwing in the towel?

Senator Harder: As the honourable senator will know, the Government of Canada — the ministers responsible — have examined international experience not only in Norway but also in other jurisdictions to ensure that the objective of the government, which is to control this substance and to ensure its appropriate management in society, is brought forward in the best public policy interest. That is what is reflected from the government’s perspective in the bills before us. I look forward to having this debate.

I must have lost count, because I was under the false impression it had only one reading so far in the senate.

There are many, in the millions of people who have no sound experience with Cannabis, other than the Reefer Madness propaganda and the neighbourhood Greenthumb. This is Sewius! 30%+ THC is Sewius. Although I must Admit, I smoke and Drive All the time, and have never been in an at fault accident after more than 2 decades of driving, trying to explain that to the local PD is an effort for naught. Canopy has formed an ongoing progressive relationship with MADD and is committed to following the provincial and federal regulations to the letter. In this vain, Ive also had to re evaluate my own consumption behaviour, and attempted to make a significant change to not drive ND "FLY", or selfishly pollute public spaces.
SO WHTS IM SAYING IS, there is still plenty of edumacation to be had. Not everyone will be able to handle a 22+% THC Spliff or Whatever type of high potency Edible Canopy will produce like the average "Bob Marley" . The coming of age in 2018 nd in the years to come will be among them. Frankly, that is one of the very many reasons Canopy WILL, in my opinion be the Hundred year(s) Monarch of Cannabis. The Corporate Culture is Rooted in Responsibility, Full Disclosure and Education. So Ive had "the conversation" with my own children and family members. Experienced adults have to play a part in safe consumption, because this is an industry that will affect more the generations to come than the old foagies. So, of course, as investors bask in the newfound wealth, and as the public basks in THC/CBD, I would encourage everyone to have that safe consumption conversation with their closests, wether it be for the new driving regulations, or safe personal consumption. Geesh! I was trying to get some rest before this last dose of adrenaline. Is this getting boring yet? I’m a little bored, because I believe legalization is just the cherry on the cake. The cake being the evolution, revolution that I’ve only dreamt of as a kid. Starting with a world where cannabis is legal, and blossoming into a world where on mass, people strive for higher ideals. Presumably, many of the greatest thinkers in history used cannabis, it not being the cause of the greater ideas, part of nonetheless.
I am a passive observer and investor. Canopies management and board of directors are the active burden bearers. We’ve seen what happens when the oligarchs of the alcohol industry take heed. What then may happen when the “pharmaceutical” Goliath’s take note with bank notes. What was all that talk about Spain, and Alcaliber? What may happen when opiates experience the same disruption of industry that alcohol is reluctantly bracing for?
I personally am fed up, sick and tired of the disgusting taboo shrouded onto people by cloaked hypocrites. Let the next generation of thinkers and actors begin to make the meaningful changes, and let it start here. So after Uruguay, in their quasy judiciary legalization attempt, and Canada in their Liberal Liberation attempt of Cannabis has succeeded , then let the rest of the dominos fall. Global Legalization. The senate debate really is where much of my focus is because most provinces and territories are already coming to terms with there legislative approach. The senate , especially conservative affiliates seem to be playing some politics with the bill, which is to be expected. Wether that translates to additional readings and unnecessary delays is to be seen. 7 months seems to be just enough time , bar any strange developments. Maybe sooner.

Potentially 150 or less, because, the Mp in charge of this file, Bill Blair, is adamant that Canada Day not be overshadowed by Cannabis Day. So, either before, or after. Exactly when? It will all depend on the next 3-*5 or more readings in the House of Parliament and Senate. Because the Government has committed publicly to July 1st, I'd like to believe they are making every effort to meet that date, but anything is possible. The bill is looking like it has the support it needs, so here's to timely execution.
Do you think this or the next Canadian Government will clamp down heavily on this industry to the point that it looks just like the Tobacco industry? Perhaps making Cannabis more like a commodity? Especially dried Cannabis for smoking. With the direction the tobacco industry is going ( kind of under attack from health Canada), what's to say that after Cannabis gets its legal toe in the door, that it's just the beginning of a public relations battle?
I heard an opinion to that effect and it sounds very plausible. And that could mean tighter margins, more consolidation

Seed to sale for any lp is around 8 months give or take for a single lot release. Somewhere back the demand within the first year was guesstimated at 50 tons. We are less than 12 months out and the whole sector is underproduced. Come day one July st hypothetically, the very freshest bud would have to be sown at the very latest October 1st. I don't think that is very good strategy. Demand from the domestic and international medical market is growing all around. What's on the vault today may very well be gone before July 1st. I'm guessing Canopy has best practice storage practices and oils are far more stable. I doubt any will be publishing a date seeded on their lots. when do you suggest Canopy take the lead on production if not today?
