entered into a contract via California based PCG Electric
(www.pcgelectric.com), (805-499-9976) to sell two Biosphere
Process(TM)1(1) Systems for deployment in Thailand. Mr. Sawasdi
Horrungruang the President and Chief Executive Officer of the Eastern
Hope Company, a leading Thai Industrialist, expects these to be the
first of many Biosphere Process(TM) Systems to be deployed in South
East Asia.
LETH plans to manufacture the Biosphere Process(TM) Systems in
facilities located in Central NY.
The two Biosphere Process(TM) System's have been sold on a sales
and service contract for an initial purchase price of USD$6,000,000
per machine with subsequent annual service and support payments of
USD$500,000 per machine, per year, for twenty five (25) years. The
total value of the contract is USD$37,000,000, payable to Life Energy
& Technology Holdings Inc. The Biosphere Process(TM) System's have an
operating lifespan of 25 years.
The Biosphere Process(TM) System, developed by LETH is an
independent multi-fuel micro-power electrical generating system that
LETH sells and leases to government entities and corporate clients
throughout the world. The Biosphere Process(TM) System is a mobile,
modular, micro-power plant that consumes and recycles 100% of waste
materials including municipal solid waste (MSW), agricultural wastes,
forestry wastes, industrial wastes, medical wastes, animal wastes, and
traditional fossil fuels (coal, oil, gas, peat) and oil industry
wastes such as "wet gas". The Biosphere Process produces clean, green,
renewable electricity and at the same time significantly reduces
harmful green house gas emissions.

(OTCBB:LETH - News; Deutsche Borse DE:LFT) and Global FranTech Group of Lake Arrowhead, California announce the signing of a sales agreement for five (5) MKIII Biosphere Process(TM) Systems to be deployed with Global FranTech Group's clients in China.
The agreement is for five (5) MKIII Biosphere Process(TM) Systems, with a combined initial sale price of USD$55,000,000 with an option to purchase an additional 595 systems. The purchase is guaranteed by the Chinese Central Government and finance is arranged by a major Japanese Bank. All 600 MKIII Biosphere Process(TM) Systems are expected to be supplied to Global FranTech Group within 36 months.
Welcoming the signing of the Global FranTech contract, Dr. Albert Reynolds, Chairman of Life Energy & Technology Holdings Inc., (Prime Minister of the Republic of Ireland 1992-95), said: "I am pleased to be able to announce the consummation of this agreement. My management at Life Energy has worked intensively with Global FranTech to develop these sales in North and South East Asia, and we look forward to delivering the first of the 600 Biosphere Process(TM) Systems to this important and expanding market."

(OTC BB:LETH.OB - News) and (Deutsche Borse DE:LFT) has consummated an agreement with its Middle East client, Kuwait Holdings, S.A. to accept delivery of 12 Biosphere Systems(tm). The agreement also includes a remaining 36 Systems that will be delivered over the next 8 months for $212.4.million. Kuwait Holdings, S.A. had already taken delivery of two other Systems in 2001.
This contract extends access to Life Energy's innovative technologies into several Middle Eastern Countries to process municipal waste, agricultural waste, auto and truck tires and petroleum related hazardous and industrial wastes. The Biosphere Process(tm) System is capable of consuming waste as a feedstock at approximately 5 to 7 tons per hour while generating 5 mega-watts per hour of electricity, as well as potable water.

Quick: Name a possible winner in the rebuild Iraq sweepstakes with contracts worth up to $1.3 billion. No, it's not Halliburton or Bechtel Group. It's Life, Energy & Technology Holdings, a tiny outfit in Utica, N.Y. with dubious finances and unproven technology. Its 40-year-old Northern Ireland-born founder, Christopher McCormack, is more comfortable in greasy overalls than in pinstripes. But he had the foresight to hire a couple of political types who have mighty Washington, D.C. Rolodexes.
Whether McCormack gets his mitts on the $1.3 billion, or even a slim fraction of it, is an open question at this point. LETH produces something called the Biosphere System, a mobile power plant that supposedly generates 5 megawatts of power and 55,000 gallons of potable drinking water an hour from municipal waste. So far it has made and sold just two of these $6.5 million devices. They were installed in Beirut in 2001, and information on their success or failure in the field remains sketchy. Yet McCormack claims he is trying to obtain contracts in Iraq for up to 200 machines; sources close to company say negotiations with the Department of Defense are further along. Handling that capacity is a stretch, even if proposed manufacturing deals with plants in Moscow and in Lafayette, La. come through. "Worst-case scenario: We'll sign up more subcontractors," he says nonchalantly.
McCormack, a born tinkerer, founded LETH in 1994 as an environmental technology outfit. As a boy growing up on a farm in Newry, in strife-torn Northern Ireland, he wired his own battery-powered lamps to use during frequent blackouts. At 15, he says, he turned his knowledge of cow digestion into a process for making alcohol from grass clippings. He got an undergraduate degree in life sciences from University College Dublin and received a Ph.D. there in 1987 in fuel chemistry. He did postdoctoral work at the University of California, Berkeley and research sponsored by the National Institutes of Health. He developed methods of extracting ethanol from such biomass as potatoes and sewage sludge--and later formed a company called CB Biofuels around the patents. Maxol, Ireland's largest privately held oil company, purchased the rights to the patents, making McCormack several million dollars.
A fatter payday, he hopes, will come from the Biosphere, which supposedly turns waste into compost, ash for cement and hot gas to run turbines. Designed to handle 30 tons an hour, a drum separates nonorganic materials from organic ones. It heats the biodegradable waste to 2,100 degrees Celsius in an oxygen-deprived chamber. That produces gases like chlorophenol and chlorobenzene, plus a solid-waste stream that can be mixed with fertilizers and additives to produce a soil enhancer. The nonbiodegradable stuff--processed paper, plastic, rubber--is pulverized by a compactor into 20-gram flakes. This stuff, too, is heated--to between 1,000 and 1,800 degrees Celsius--and again produces ash (good for concrete products) and gases like carbon dioxide and sulfur dioxide. These gases exit at a pressure of 56,000 pounds per square inch. Too hot for a normal turbine, the gas is cooled twice as it passes between two sets of turbine blades to a steam generator, which produces electrical power. Fuel to start the cookers comes from ethanol or gasoline.
There is much to raise an engineer's eyebrows. The pressure in the inorganic cooker is 23 times the pressure in a steam turbine you'd find in a $500 million power plant--wouldn't that call for rather heroic metal work? The separator seems magical--can it actually filter egg cartons and chicken bones from Styrofoam cups and aluminum foil? Wouldn't those cookers spit out a lot of dioxin and other poisons? And how is it that they are running at temperatures above the melting point of steel?
Then there is the broader point that many a plan for waste-to-energy plants has ended in fiasco. "[McCormack's] dream is the dream of a million others," says Thomas Miles, a fuel and energy consultant in Portland, Ore. Several utilities have experimented with municipal waste but have passed on it because of the expense ($20 million for a 5-megawatt combustor), as well as emissions and disposal problems. Chlorine from plastics can corrode turbine blades; toxic ash can't be siphoned off as construction material--eliminating a source of revenue.
McCormack jumps to his own defense. He says the higher temperature and the controlled air flow allow him to decrease bad chemicals; his turbine blades are made of titanium and coated with a ceramic to prevent corrosion. He also insists the Biosphere can turn a profit if the owner can get a tipping fee of $40 a ton and sell power for $20 a megawatt-hour. But his one customer--a Lebanese businessman named Georges Ghoribe--won't disclose his profits, though he says he likes the devices.
Sketchier still are LETH's finances. Company sales are routinely booked as unbilled receivables. For the first nine months of fiscal 2003, ended Feb. 28, the company lost $2.5 million on no sales, compared with a profit of $543,000 on revenue of $12.5 million for the same period last year. (As of Feb. 28, 2003 the company owed its employees $5.7 million in unpaid salaries.) According to its latest 10-Q, it has letters of intent from the governments of Nigeria, Mexico and Russia, as well as from Green Energy Management in Houston, to purchase a total 542 Biospheres. Shares traded on the Nasdaq Bulletin Board at $1.35 give this company a valuation of $27 million. Short-sellers are all over it.
Still, McCormack has done a lot with a little. He hired Albert Reynolds, Ireland's former prime minister, as chairman. Though Reynolds had his political troubles at home, he established important business contacts here and abroad and got very high-level access to the White House, thanks to his efforts in Northern Ireland's peace process. He is, by his own characterization, a guy who can pry open the right doors. "I know what is of value to a politician," says Reynolds.
LETH paid a $150,000 fee last year to a small law firm in Falls Church, Va., Hartke & Hartke. Vance Hartke, a former three-term senator fromIndiana, can also open doors. Hartke teamed up with two others--Robert Coakley, a 20-year veteran of GOP Capitol Hill jobs, and June Nichols Sweeney, who spent 15 years in the SmallBusiness Administration under Presidents Reagan and George H.W. Bush--to set up meetings for Reynolds and McCormack with congressional staffers and chairmen. It was Hartke, say sources close to the company, who in April made several calls to high-level contacts at the White House, following up with a two-page report that outlined LETH's technology and how it could help rebuild Iraq's damaged power grids.
These sources say the office of Vice President Dick Cheney warmed to the pitch. LETH was a small company, a good counterweight to the accusations that only large contractors were feeding at the trough. From there, confide the sources, the proposal went to the Department of Defense. Officially, the Vice President's office and the Pentagon deny seeing the material or knowing anything about the company. But by the end of the month LETH was getting calls from Bechtel, the engineering firm overseeing the rebuilding work, and scouting out locations inIraq for as many as 200 Biospheres.
Pure fantasy? McCormack insists he has no signed contract from the Pentagon but is working toward one. Plausible, if far from certain. He insists that his devices will work. Less plausible.

FORMER Taoiseach Albert Reynolds yesterday spoke of dinner at the palatial Baghdad home of Tariq Aziz and the close trade links, including beef, that once flourished betweenIreland and Iraq.
Tariq Aziz, the public face of Saddam Hussein's regime, surrendered to US forces onThursday and may now face trial for war crimes - despite once being feted in both London and Washington.
"It was in 1995 or 1996 thereabouts and myself and the British Labour MP Tam Dalyellwere among parliamentarians who were on a humanitarian mission at the invitation of the President of the Iraqi Parliament.
"Tariq Aziz gave a dinner for us in his home. There was an offer to meet SaddamHussein at the time but I turned it down. Tariq Aziz was the leading diplomat, a Catholic and spoke perfect English. He was a fine host and he knew his job as a diplomat verywell.
"I have to say that I always got the impression that he was not on the inside track withSaddam. I don't know whether he should be in custody the way he is. I don't knowwhether he should be charged with war crimes, though it struck me that he must feel confident enough of his innocence as he is the only one to give himself up voluntarily," Mr Reynolds added.
Mr Reynolds stated that later at a private talk after dinner in Baghdad he had suggested to Mr Aziz that the invasion of Kuwait had been a terrible mistake. "He agreed with me. He accepted privately that it was a mistake," the former Taoiseach added.
Mr Reynolds said that the trade links between Ireland and Iraq ended with the first GulfWar but revealed that Mr Aziz's sister used to be head of the Iraqi buying agency and that may have been one of the reasons why the dinner was given in his home."
"Back in 1987/1988, while in Government in Trade and Industry, I was doing business on behalf of the Irish pharmaceutical, food and medical industries.
"That was when everyone was dealing with them before the sanctions came in."
Asked if he wondered if the files on Ireland's beef trade with Iraq were still in existence, Mr Reynolds said he didn't know but he was anxious to find out how much money Ireland lost on beef as a result of the imposition of the sanctions.
"Deputy [Des] O'Malley was always talking about hundreds of millions but I thought it wasmore in the region of GBP15-GBP16m. It is an interesting figure to get, given the claims that were made at the beef tribunal.
"I don't know what Tariq Aziz's involvement was with the regime and what went on in Iraq locally in [Saddam's] administration but Ireland did good business with them. Every other nation was trying to do that business as well. During hard times we relished thebusiness," Mr Reynolds added.
On BBC Radio yesterday, former Labour MP Tony Benn spoke of meeting Tariq Aziz on a number of occasions.
"Remember, he was accepted by both the American and the British Governments. He met Ronald Reagan in the White House," Mr Benn pointed out.

Top merger firm in FBI probe
A US company Albert Reynolds works with became embroiled in an alleged Mafia share scam last night.
And the firm at the centre of the investigations, E-Pawn, had also been in merger talks with Ireland's largest recruitment agency, Marlborough, about a possible £160m reverse takeover.
In a further Fianna Fail connection, the party's fundraiser, Des Richardson, is an executive director of the Irish company.
It is understood that Mr Reynolds, who works as a consultant to the web company, had approached Marlborough about a link up with E-Pawn.
Mr Reynolds was not involved in any wrongdoing and there was no suggestion he was aware of the matters under investigation. He could not be contacted last night.
E-Pawn president Eli Leibowitz resigned yesterday after he was charged by federal prosecutors with allegedly trying to pump up the stock of the web-based auction site.
Prosecutors claimed that the 56-year-old businessman and two other defendants joined in a scheme this year to bribe brokers with a share of E-Pawn to create demand for the company's stock.
A Marlborough spokesman last night said that the informal merger negotiations had ``ceased' and management was making arrangements to have the link-up ``terminated'.

MARLBOROUGH International last night announced it had broken off takeover talks with US recruitment group E Pawn.com.
Former Taoiseach Albert Reynolds had been acting as a consultant to E Pawn, which has been implicated in a massive $50 million fraud investigation in the US. There is no suggestion that either Marlborough or Mr Reynolds had any knowledge of any shady dealings. E Pawn is part of an investigation underway by the FBI that has the top five US Mafia families at its centre. Investors were defrauded of $50m in what US Attorney Mary Jo White described as the largest fraud of its kind in US judicial history,
FBI investigations have been underway for the past 18 months and the extent of the corruption become public in the past two days. Last Sunday, it was reported that Marlborough was on the verge of announcing a reverse takeover of E Pawn that would add substantially to the Irish company’s international standing as well as giving it access top the highly valued Nasdaq stock exchange.
Last night, Marlborough’s spokesman confirmed that it has broken off negotiations with E Pawn and that it has also ended a marketing agreement signed following Marlborough’s setting up of Fillthejob.com recently. This is a complete severance of all involvement with the US company, not a temporary suspension of talks, stressed the spokesman. Analysts will regard the news as a severe blow to Marlborough’s plans, whose ability to expand has been hampered by its poor share price performance over the past six months.

Albert ain't no mobster. Capisce?
THEY MADE Albert Reynolds an offer he couldn't refuse. Dot.com merchants came bearing gifts, and now Albert finds himself attached to a company being investigated by the FBI.
And not alone is Albert linked to the dodgy company so is Marlborough, the company in which Bertie Ahern's buddy and erstwhile fundraiser, Des Richardson, is a director (Des is the chap who didn't offer Liam Lawlor £100,000).
It was inevitable that sooner or later, as the Celtic Bubble expanded at an ever-faster rate, that the Irish business world would connect with the New York mafia. But who would have thought that the collision would embarrass such prominent movers and shakers and provide such entertainment for us all?
We had better say, before Albert reaches for a lawyer, that Albert and the Marlborough people were entirely ignorant of the criminal behaviour that is being alleged against the people with whom they became entangled.
We had better further make it clear that we're not just saying that to legally cover ourselves. Lest there be any mistake: Albert Reynolds is not a made man with the mob. He got involved with these people out of sheer ignorance.
A company named E-pawn came calling, with offers of shares. Albert became an advisor to the company. In a press release dated May 17 last, Albert was described as the chairman of E-pawn's advisory committee. E-pawn, an internet auction site, has been announcing link-ups with various outfits this jewellery company, that real estate company, the other Swiss investment company as it expands into Europe. Albert helped the company connect with Marlborough. He said in that May 17 press release that the link would be an ``excellent opportunity for both companies''.
Meanwhile, the FBI was about to bring Operation Uptick to a climax. This was a lengthy investigation, involving 600 agents, into the involvement of New York's notorious and battered five crime ``families'', chiefly the Bonanno and Colombo outfits, in a company called DMN Capital Investments.
Allegedly, this was a front for the mob. US Attorney Mary Jo White last week described DMN as ``an investment bank to the crooked and corrupt''. It bought shares in lacklustre companies. Then it bribed stockbrokers to tell their customers how great these companies were. Fools rushed in, the mob sold the shares, took the profits, the fools lost out.
Stockbrokers who had second thoughts received visits from big men whose names have not yet been revealed but who will almost certainly turn out to be called something like Louis the Butcher, Frankie the Axe and Joey the Crusher. (Business tip: never get involved with people whose middle name is ``the''.)
People who didn't co-operate were beaten. There is one allegation of solicitation of murder.
The mob is estimated to have taken $50m from eejits, mostly elderly, rushing to pour money into the latest get-rich-quick scheme. For example, people were enticed to invest in a chain of day-care centres worth $90m. The company had assets of $2,000. The mob had projects in hand to strip two pension funds (including one for New York detectives). Joseph's Ristorante, near Wall Street, and the upmarket St Regis Hotel were venues for the kickbacks of mob profits.
So far, 120 people (in New York, Illinois, Connecticut, Texas, Florida and several others states) have been arrested, with 21 of them connected to the Bonanno and Colombo families. There are charges of fraud, violence and threats of violence, racketeering, extortion, money laundering and witness tampering (sounds like Louis, Frankie and Joey have been busy). Last year, a Bonanno associate got eight years on similar charges.
Two executives of a fast-food chain called Ranch 1 have been arrested (they are said to be Colombo associates), and trading in the shares of two companies Wamex (worth $184m) and E-pawn (worth $198m) has been suspended, while the ownership of the companies is examined. E-pawn was allegedly controlled by ``a convicted felon'', say the Feds.
Last week, Wamex launched an Internet advert for a share-trading system. The flashy presentation came complete with no kidding sound effects that could be mistaken for gunshots.
Marlborough immediately distanced itself from E-pawn. Albert, not alone ignorant but innocent, explained to Marian Finucane on Friday that he was just doing research for E-pawn, looking into companies that they thought might be worth looking into. And, presumably, providing them with a ``one-sheet'' analysis (old Beef tribunal joke; forget about it).
