Prime Minister Rama declared that by 2025, Albania will meet 100% of its energy needs from domestic production, in cases where there will be sufficient rainfall.
Rama made this statement during a joint conference with the head of the European Commission, Ursula Von Der Leyen, after a meeting that focused on EU support and investments for the countries of our region in the conditions of the energy crisis.
"In 2025, we will have fulfilled 100% of the needs when it is rainy weather. When there is no rain, it means that we will continue to invest for the year 2029 ", said Rama.

New Nuclear is Essential for the UK’s Energy Security

In 2016 EDF’s board of directors made the final investment decision to sign off all the contracts and agreements necessary to build two nuclear reactors at Hinkley Point C in Somerset.
The landmark decision to build the UK’s first large-scale nuclear energy plant since Sizewell B in 1995 was welcomed for many reasons.
In addition to generating 7 per cent of the UK’s low carbon energy needs for around 6 million homes for over 60 years, this once-in-a-generation opportunity will provide economic growth locally, regionally and nationally.
With a plan to create 25,000 high-skilled jobs and 1,000 apprenticeships in its construction, two-thirds of contracts will be awarded to UK companies and there will be significant investment in local socio-economic projects. Long term, Hinkley Point C will provide a reliable base layer of emission free energy for the UK.
While there have been some time delays in construction for various reasons, including the Covid-19 pandemic, good progress is being made. One important aspect, which in light of the rising cost of living is worth a special mention, is that while there have been increases in build cost this burden will not be passed on to the taxpayer, as the unit strike price was agreed at the beginning of the contract.
This first major project in Somerset aims to kick start the renaissance in new nuclear energy, generating at least 20 per cent of all UK energy needs.
Sizewell in Suffolk, Bradwell in Essex and Wylfa, at Anglesey in north Wales, have all been discussed with plans submitted as potential sites for large scale nuclear energy plants building on the legacy of existing plants at these locations.
From an energy security perspective nuclear is considered an essential element in the low carbon energy mix due to its longevity and security. As the UK reduces its reliance on fossil fuels to reach net zero by 2050, the shortfall cannot be generated solely from established renewable energy sources such as solar and wind due to the intermittence of sun and wind at certain times.
What is more, when the decision to build Hinkley Point C was made, the energy white paper emphasising the need for large-scale nuclear had not been published and the UK had not committed to net zero by 2050. Meanwhile the war in Ukraine – radically affecting the supply of Russian gas exports – has brought energy security into sharp focus.
Following a long and rigorous process the government approved the application for a Development Consent Order for the Sizewell C project in July this year. This, combined with Hinkley Point C, will provide nearly 14 per cent of UK energy requirements for several decades. While the green light for EDF to start building in earnest is subject to funding, it can only be a matter of time if reliance on imported energy is to be reduced.
Since 2016 I have been actively involved with the Hinkley Point C project in supporting various Tier 1 contractors – both site operators and engineering firms – in helping them to secure and deliver their contracts, working with colleagues across various specialist areas of Clarke Willmott including corporate, commercial and my area of construction.
And having been born in the South East and living close to Sizewell, I can see the benefits that building this new facility will bring in terms of economic prosperity and energy security and I look forward to helping contractors achieve their aspirations over the coming months and years.
In addition to Hinkley Point C and Sizewell C the emerging opportunity of small modular reactors (SMR) should not be forgotten.
In the UK this technological development is arguably being led by Rolls-Royce, but as with all nuclear energy it must be safe, deliverable, scalable and cost competitive for it to be widely embraced. The Rolls-Royce SMR technology has multiple applications, from traditional grid and industrial electricity production to hydrogen and synthetic fuel manufacturing.
This new technology, along with large new scale nuclear, can drive long-term energy security for this country and it will be interesting to see what announcements are made in relation to this in the next Budget.

Albania plans to start the construction of the Skavica hydropower plant in the next nine months, according to government officials.
Minister of Infrastructure and Energy Belinda Balluku said the 210 MW Skavica hydropower plant project is in its second year of implementation.
She said Skavica is the most important hydropower project in the country, claiming it would establish a necessary natural resource reserve. According to the minister, the geological project, the feasibility study, and the environmental and social impact assessment studies have been completed.

The negotiations on financing are ongoing and the construction works will begin in nine months, Balluku said in parliament.
Of note, the contractor for HPP Skavica is Bechtel, based in the United States. Together with the United Kingdom’s Export Credits Guarantee Department or UK Export Finance (UKEF), the company held a supplier fair in London last week.
The investment is estimated at EUR 250 million. Skavica will be operated by Albania’s state-owned power utility KESH. The expected annual production of the facility is 470 GWh.

Despite the fact that the National Agency of Natural Resources has counted violations in the implementation of concession contracts for the construction of hydropower plants, the Ministry of Infrastructure and Energy has not taken the measures for their regulation".
The finding comes from the High State Control in the Financial Audit and Compliance report on the activity of this ministry, published in September of this year. As for the identified problems, it turns out that until 31.12.2021, 182 concession contracts were concluded for HPPs with annual energy production of 7,564,399,525 KWh, but only 64 contracts related to annual energy production of 3,759,366,951 KWh or 50% have not entered production. .
Also, it is established that a part of HPPs have entered into production much later than the forecast in the contract. Only for the period 2019-2021, their number reaches 35. According to KLSH, the ministry should have resolved the problematic contracts or should have imposed sanctions according to the obligations provided for in the relevant contracts.
Based on this situation, KLSH recommends that the Ministry of Infrastructure and Energy examines and issues responsibilities for the situation created by not taking measures to regulate findings from monitoring the implementation of concession contracts and not imposing sanctions according to the obligations provided in relevant contracts.

The problem of electricity is a major issue, which directly influences the economy of the country and the family budgets of citizens, especially in these difficult times of a very large increase in its prices.
The government does not yet have the Albanian energy exchange in operation.
The government has not yet approved the Renewable Energy Operator.
In order to liberalize and stimulate the construction of new production capacities from renewable energy sources, point 1 of Article 49 of Law 43/2015 "On the Electricity Sector" needs to be regulated.
The liberalization of the market will mobilize a greater willingness of family and private consumers to invest in these plants, avoiding bureaucratic obstacles.
Albania is in dire need of new sources to meet its growing electricity needs.
The current installed capacity for energy production is 2607M, and from photovoltaic plants it is only 23M.
These changes will be a new impetus for meeting the national objectives for the production of renewable energy which for 2020 were 38%.
With the issued guidelines, the government has inhibited and not stimulated consumers to meet their energy demand through self-production. The residential and commercial sector accounts for 37% of final energy consumption calculated by sector.
The proposal for the possibility of entering the grid with payment of the energy generated by family photovoltaic plants, and subsidizing their construction, will create a new reality of energy consumption and saving by every household.
A positive consequence will be the reduction of the load on the network and the creation of the opportunity to reduce the losses of the network, which are currently around 20%.
For this, these relevant changes are needed in the law no. 7/2017 "On Encouraging the Use of Energy from Renewable Sources" that we are presenting for review and approval in the Assembly of Albania.

The Ministry of Infrastructure and Energy appears with major irregularities both in the setting of criteria in public procedures that contradict the law, as well as in the announcement of winning companies that do not meet the required criteria. The High State Control in the audit report of this institution informs that problems have been identified in 4 concessions, and millions of euros in unsubstantiated expenses.
The Supreme State Control in the audit carried out in the Ministry of Infrastructure and Energy, has discovered irregularities in the establishment of criteria in public procedures and that contradict the law, as well as the announcement of winners of companies that do not meet the required criteria. KLSH has found that in a ministry tender, the company that has been declared the winner does not meet the defined criteria.
The same for 8 other procedures, where, according to the audit, they contain irregularities in violation of the public procurement law, as well as the established qualifying criteria have limited competition.
Problems have also been identified in the 4 concessions granted by the Ministry of Infrastructure and Energy. Specifically, it is about the concessions, the construction of the Ura e Tamara hydropower plant, where the works have started without the identification of the concession, the analysis of profitability and financial suitability.
In the concession for the rehabilitation of the Fier-Ballsh railway, apart from the fact that the concessionaire has not presented the performance indicators and the Ministry has not exercised the right to collect the concession fee for the revenues of 2016 and 2017, the works have not been completed within 46 months as required by the contract but they still continue.

Albania to make renewable energy equipment VAT exempt

The government is set to exempt from VAT imported machinery and other equipment used to make green energy, Energy Minister Belinda Balluku has said.
Following two months of working group discussions, Balluku said a raft of measures would be approved to help manage the energy crisis. All machinery to be used in solar energy and wind power will be exempt from encouraging more investment in renewables.
“The financial effect of the exemption from VAT is yet to be estimated,” the minister said, adding it would be included in the 2023 budget, which is currently being drafted.
Meanwhile, the Albanian Electricity Exchange, ALPEX, has received regulatory licensing and will launch on 23 November following a decision from the Energy Regulatory Entity.
“ALPEX would carry out activities related to the creation, management and administration of the organised electricity market through the market platform, on a day-ahead basis and within the same day,” ERE noted in a statement.

But how is the situation?
In the tender documents for weather forecasting, KESH wrote that such a thing was being done to measure the amount of water that will go to the hydropower plant. Meanwhile, the same institution is conducting another tender, this time "to calculate the water level in hydropower plants".
A big paradox with public money, since several tenders are made for the same service. In fact, for the same service, KESH employs dozens of employees who are paid with Albanian taxes.
But if there is all this money circulating for energy, why aren't families in need compensated?
Pensioners or those with health problems?
Neighboring countries, Kosovo, North Macedonia, Montenegro, in order not to go to Greece or Italy, have approved aid packages for these families. Meanwhile, our country is ineffectively making senseless tenders, as were the rusty ships that will produce energy, anchored for months in Vlora.
According to the documents available to BoldNews.al, the Albanian Power Corporation has opened the procurement procedure "bathymetry of the lakes of Fierza, Koman and Vau t Deja, calculation of the volume of water, comparison with the volume according to the project and with the last measurement". One of the points of the tender is the calculation of the water volume or comparison with the last measurement, a service which is currently performed by KESH employees.
And why is a private required for this service?
State employees are not capable?!
Or will these hydropower plants be transferred to the private sector?
Of course, after this tender, many questions may arise. However, the fact is that an amount of 170,000,000 ALL will be spent on measuring the water level, or with VAT about 1.7 million euros. A considerable amount, which seems to be the next "tip" in this time of crisis. But if there is so much money for energy, does that mean we are not in a crisis?!

How will families and small businesses in Albania cope with the looming electricity supply crisis, while prices are skyrocketing?
"We depend on the rain," Prime Minister Edi Rama said during the presentation to the media of a plan to counter the energy crisis, reassuring the citizens that this plan does not foresee an increase in the price of electricity for family consumers and small businesses, nor restrictions on electricity supply on a national scale.
He also presented a plan against the energy crisis, which will last until the beginning of summer 2022, and will cost 100 million euros at the end of this year and another 100 million euros at the beginning of next year that will go in favor of the Electric Energy Distribution Operator (OSSHE).
A place rich in water resources, but?
Although Albania is a country rich in water resources, Albania's four most powerful hydropower plants on the Drin River, according to Prime Minister Rama, cannot meet all the country's needs for electricity, therefore, as he said, "we sell cheaply when the region around we do not have an alarming need for energy in order not to throw the water of the hydropower plants into the river or flood the cultivated fields. And we buy expensive electricity, because we enter the market when the need for energy becomes alarming due to drought.?
As a solution, Rama presented the presence of a system to keep reserve water for use in times of drought and the Skavica hydropower plant in the Drin cascade, for the construction of which the Albanian Electricity Corporation (KESH) signed the agreement with the American corporation Bechtel in July of this year. . ?We are building the Skavica hydropower plant, so that we have a collection tank, so that we can keep the water we have in excess today in reserve for tomorrow when we have a drought.?
According to experts, the construction of this hydropower plant will make Albania one of the largest producers of electricity in the region, increasing the output of the five hydropower plants on the Drin River by 20 percent and reaching 1350 MW. Impressive figures, but which do not explain how the problem of dependence on rain will be solved, which due to climate change will surely increase.
For its part, the opposition considers the energy crisis a consequence of corruption and mismanagement./DW
