Clean Energy's IMW and Russian Machines Sign Exclusive Distribution and Customer Care Agreements
CHILLIWACK, British Columbia --(BUSINESS WIRE)-- IMW Industries, Ltd. , a wholly-owned subsidiary of Clean Energy Fuels Corp ., (NASDAQ: CLNE) today announced an exclusive distribution and customer care agreement with Russian Machines Corporation (RM), part of the Basic Element Group . Rural carriers start connecting customers to doctors via mobile video chat
Cellular One is connecting its customers directly with doctors via Skype and Facetime as part of a larger effort from the Competitive Carriers Association to bring telemedicine to rural communities.
If you’re a Cellular One customer in Louisiana or Texas and need to talk to a doctor, you now have a very high-tech option. You can conduct a video chat using Skype or Facetime, or just have a phone conversation with a board-certified physician on your mobile phone. It costs $30 per consult and is billed to your mobile account.
The service is powered by iSelectMD, a telemedicine outfit founded in 2010 that is trying to create a health network via mobile phones. iSelectMD is working with companies as a supplemental healthcare service for non-emergency medical services, but it’s also trying to work directly with mobile carriers to make mobile health an element of their service plans.
That’s where the Competitive Carriers Association comes in. The CCA represents the myriad of regional and rural carriers in the U.S. (along with Sprint and T-Mobile scratching out a market under the imposing shadows of AT&T and Verizon Wireless. In an effort to level the playing field the CCA is partnering with different companies, from cloud services outfits to crowdsourced Wi-Fi providers, to offer its collective membership a means of differentiating themselves from the big operators.
CCA’s work with iSelectMD is one of those partnerships. It’s starting with Cellular One but will expand to other regional carriers. These operators serve the most furthest-flung consumers in the U.S., many of whom live in areas where immediate access to healthcare isn’t a given.

Consumer Input Sought on Stage 2 Patient Data Access Issues
Deven McGraw and Micky Tripathi, leaders of the Health IT Policy Committee’s Tiger Team on privacy and security issues, are seeking quick input from health consumers as the industry prepares to make patient information readily available to the patient and others designated to see it under the EHR meaningful use program. The question: Are there enough safeguards in place when family or friends access the data? Here is a blog they posted on Feb. 3 on the HealthIT.gov Web site:
“The Health IT Policy Committee’s Privacy and Security Tiger Team is considering potential privacy and security policy issues that could arise when a family member, friend or legal designee is given access to patient information through the Certified EHR Technology ‘view/download/transmit’ (V/D/T) capabilities.
“Ideally, we want your comments in time to inform our discussions during a meeting we are convening Feb. 10.
“HIPAA permits covered entities to share identifiable health information relevant to a patient’s care with family members or friends involved in a patient’s care, unless the patient objects. It also requires covered entities to treat a ‘personal representative’ (a person authorized under State or other applicable law to act on behalf of the individual in making healthcare related decisions) the same as they would treat the patient. For example, personal representatives have the same rights of access to medical record information as the patient would have. Because patients can access relevant health care information through V/D/T, the Tiger Team is considering whether there are additional privacy and security policy issues that need to be resolved when family or friends access the data.
“That’s where you come in. To further inform this discussion, the Tiger Team wants broad input on this subject. We offer the following questions to kick off this discussion but we invite comment on any issue related to this topic.

* “Are there policy issues that need further resolution regarding personal representative access to view/download/transmit accounts?

Rule Gives Patients Right to Test Results from Labs
A final rule being published Feb. 6 and available now gives patients or their designated representatives the right to receive copies of medical test results from laboratories operating under the Clinical Laboratory Improvement Amendments of 1988.
The final rule, from three units of the Department of Health and Human Services, also amends the HIPAA privacy rule by removing exemptions that labs have had to not directly give results to patients or representatives other than an authorized physician.
“These changes to the CLIA regulations and the HIPAA privacy rule provide individuals with a greater ability to access their health information, empowering them to take a more active role in managing their health and health care,” according to the rule.
CLIA labs not subject to HIPAA will have discretion to give patients access to their reports, subject to applicable state laws. Whether required or done via discretion, labs in general will have up to 30 days to disclose requested reports.
The compliance date for the rule is 240 days after publication in the Federal Register.

HHS rule change improves patient access to lab results

An amendment to the Clinical Laboratory Improvement Amendments of 1988 regulations announced today by the U.S. Department of Health & Human Services boosts access to completed lab test results for patients and designated patient representatives.
The final rule, to be officially published in the Federal Register Feb. 6, also eliminates an exception under HIPAA that kept patients from accessing their own protected health information when it was held by a CLIA-certified or CLIA-exempt lab.
"These changes to the CLIA regulations and the HIPAA Privacy Rule provide individuals with a greater ability to access their health information, empowering them to take a more active role in managing their health and healthcare," the final rule reads. Under HIPAA, in most cases, according to the rule, labs will be required to enable individuals to access their lab test reports within 30 days of request.
Reference labs that are not subject to HIPAA, however, will not be under any obligation federally to grant access to such results, although the rule specifies that they "will be permitted to do so under federal law."
"We expect significant benefits to flow to patients as a result of increased access to their laboratory test results," the rule reads. "Commenters to this final rule describe these benefits as including increased patient participation in treatment programs, such as those that involve monitoring of chronic diseases, and the ability of patients to identify and treat health risks sooner and more effectively."
HHS estimates that such access will cost labs, at minimum, more than $932,000 in 2014, and nearly $56 million maximum. By 2017, HHS estimates that access will cost a minimum of more than $1 million for the year, and close to $61 million maximum. Such costs were estimated for 2013 at between $3 million and $63 million.
The cost estimates were based on "assumptions from internal discussions and consultations with two laboratories" that currently provide test results directly to patients.
The final rule was issued jointly by the Centers for Medicare & Medicaid Services, the Centers for Disease Control and Prevention and the Office for Civil Rights.
The rule originally was proposed in September 2011.
Research published last fall in the Journal of Participatory Medicine found that patients able to view their lab results online overwhelmingly reacted positively to being able to do so. After reviewing results on line, the most common actions taken by patients were discussion of results with family and friends, looking up information online or making a graph of results over time.

quay, make no mistake I'm going to continue to watch this stock. If we ever hear anything good out of the company I will be back in. I know how to look up patents but I do not know how to verify if an application has been filed. I would like to verify that XSNX even filed a patent application because I sure do not understand the link of time it is taking.

Adoption of electronic health-record systems by primary-care physicians soared between 2009 and 2012, but larger practices soared higher than smaller ones and interoperability between providers' systems and patients lagged, according to a study report by the Commonwealth Fund.
EHR adoption by primary-care physicians jumped from 46% to 69% during the period, as did their use of certain health IT functions such as electronic prescription transmissions to pharmacies, 34% to 66%; and electronic lab ordering, 38% to 54%.
But only half of physicians in solo practices were using EHRs in 2012 vs. 90% of docs in groups of 20 or more.
Also in 2012, just 1 in 3 primary-care physicians could swap clinical summaries with a physician colleague and only 35% could share lab results outside their practices.
Interoperability with patients tracked similarly, with 33% or fewer physicians allowing patients to electronically view test Services Journal, a synopsis of which is posted online at the Commonwealth Fund website, was based on surveys conducted by the Commonwealth Fund in 2009 (of 1,012 primary-care physicians) and 2012 (1,442 primary-care physicians).

Former Allscripts audit director charged with insider trading

The former audit director for Chicago-based health IT company Allscripts Healthcare Solutions was hit with civil and criminal charges Wednesday alleging that he earned $286,211 by illegally trading on insider knowledge of the company's financial performance.
Authorities say (PDF) Steven Dombrowski, 49, of Chicago, used a trading account held in his wife's maiden name to secretly buy short positions in Allscripts stock and options to sell the stock for a profit if it dropped below targets—all in the days before an April 26, 2012, quarterly earnings report that triggered a plunge in the company stock price.
By April 27, Allscripts shares on the NASDAQ had dropped 38% after the revelation that the company's earnings were about half what stock analysts had been predicting.
The sudden drop allowed Dombrowski to surreptitiously exploit his 1,000 Allscripts short-sales and another 510 put-option contracts at sizeable profit, according to civil charges filed by the Securities and Exchange Commission and the criminal indictment against him signed by a federal grand jury, all of which were unsealed in federal district court in Chicago on Wednesday.
Short sales and put-options allow investors to “bet” that a stock price will drop, and then profit if it does. The short sales allegedly netted Dombrowski about $7,000 in profits, while the put-option contracts created a $279,000 windfall.
Allscripts had a strict policy at the time forbidding trading in company stock by employees whose jobs give them access to “material nonpublic information.” The blackouts on trades lasted at least 15 days prior to company earnings reports, including the one on April 26, 2012. Like all company employees, Dombrowski got two e-mails notifying that such trades were prohibited starting March 14, 2012.
A spokeswoman for Allscripts said Dombrowski left the company in December 2012, and that the company “does not discuss prior employees.” She declined to say whether Allscripts has agreed to cooperate with authorities in the cases against Dombrowski.
The company was not accused of any wrongdoing.
Dombrowski faces three civil counts of violating laws against insider trading, plus 16 criminal charges (PDF) for essentially the same conduct. The SEC also filed a claim against his wife, Lisa Fox, that would force her to return any ill-gotten profits from the scheme involving Dombrowski's use of her Charles Schwab securities-trading account.
Neither Dombrowski nor Fox could be reached for comment, and their attorneys were not yet listed in court records. Bail for Dombrowski was preliminarily set at $4,500.
Allscripts sells electronic health-record systems to thousands of hospitals, physician offices and nursing homes, as well as data-analysis services to support clinical, financial and population-health decisions. The company posted a $1.2 million net loss on $1.5 billion in revenue in 2012, the most recent full year for which data are available.
