Technically, there's no law on the books to make the Private DTC do the right thing. The 203 buy in rule looks good on the surface, but while the brokers are supposedly there to create liquidity... Instead of raising the price to slow buying, they tried to keep it down to lure in more investors. They hadn't played enough yet when Mr. Megas made the anouncement in the first part of August 2005, or even when the DCT issued the memo a couple of weeks later. The counterfeit shares are a drop in the bucket in comparison to what happened here.
