FYI) All Government Contracting contains a "Non Performance Clause" Before any contract extension is granted and/or exercised, the "Terms and Conditions" of said contract must be evaluated by a COR (Contracting Officers Representative) used to be known as a "COTR" up until 4 years ago. The "COR" files a report back to the Contracting Officer with a simple recommendation of Yes or No to the contract extension.

Interesting the cuts to military budget's.
They keep referring to making "Parachutes" from silk or artificial "GOO". all the while the need for more parachutes becomes less and less.
I served as a Forward Observer/ Recon Sergeant/LRRP from 1971 to 1975 in the 82nd Airborne Division. So I am qualified.
Making parachutes is not a "Windfall" by any stretch of imagination. They keep packing the same chutes over and over. No real planned obsolescence.
You have only limited numbers left on active Jump Status. High performance aircraft (Fixed wing) have chutes combined in their ejection seats. Cargo aircraft such as C-130 C-117 C-5A keep a few in the back for Load master and assistants. The Air Force has limited slots for Para Rescue and CCT's (Combat Control Teams). U.S. Navy Seals, U.S. Marine Forced Recon. So if you managed to replace all of the parachutes, it will occur over a long time, only to be replaced once they become un-serviceable. The volume just isn't there.
The military is capping parachute positions at 49,000 as part of the 2012 Defense Strategic Guidance, a plan detailing the development of military forces through 2020. The plan calls for some units, including paratrooper units, to change their focus

What ever happened to "Zincfinger"???
I went back and read the most recent 100 posts. What a wealth of information on the piggyback process and transgenic silkworms.2340 posts and abruptly stopped posting on KBLB 8/28/2014. This I found quite interesting...
Why genetic variation is not a problem (and is a dead standard part of all genetic modicication of transgenic animals for production purposes.)
You are failing to distinguish between genetic variation at the site of the genetic modifications and genetic variation elsewhere in the genome. There has been no indication whatsoever at any time whatsoever of unintended genetic variation at the site(s) of genetic modifications using zinc fingers.
There is considerable variation in the Large Commercial Worm (LWC) in parts of the genome not important for silk production (and that is a desirable thing). Such variations do not affect silk but make the worms more robust and resistant to environmental stresses.
Read my past posts carefully what is affecting the silk (adding variability is variations in sequence that are not important to the production of normal silk (and thus not consistent in the LCW) but which ARE important in the production of KBLB's silk with SSP added, almost certainly because of the exceptionally large demand for two amino acids used in much smaller amounts in normal silk. That would explain why selection occurring as a normal part of the ramping up of the MS population caused large improvements in viability, for example.
MS worms are only HALF LCWs, the other half of their genes come from the wild type worm to which the original GMs were made (using the piggyBac transposon which makes random insertions.) the piggyBac was not used at any point in Big Red and all GMs were into EXACT locations with zinc fingers.
Some degree of adaption in other genes is necessary for ANY genetically modified production animal (the effects of genes are highly interrelated) and this should not in any way whatsoever be viewed as an unusual problem In fact, it is a DEAD STANDARD part of the creation of transgenic production organisms (both plants and animals. It's not often discussed precisely because it is so dead standard and very routine to do and occurs during the ramping up of the population and so does not result in undue delays.
The 10Q for 2nd Qtr 2017 was filed 08-14-2017, was due 08-15-2017. I do not expect anything prior to the 10Q due next week. Of course you never really know, we were tripped up with the last "PR".

http://in.fashionnetwork.com/news/India-s-raw-silk-output-to-grow-19-in-2017-18,905805.html#.W09izLgnbcs
India’s production of import substitute bivoltine silk is expected to reach around 6,200 MT in 2017-18 as compared to 5,266 MT in 2016-17
Meanwhile, muga silk has recorded highest ever production of 170 MT and has acquired a new growth momentum, the ministry said in its list of significant achievements in 2017.
China produces about 150,000 metric tons annually. This is much more than the rest of the world combined producing 78% of the world's silk. Only India has a comparably large industry that produces about 30,000 metric tons.
Yankee,
Awesome clarification and DD. Banking officials must be involved on both ends of money transfers.
Currency Transaction Report
While you can make large transfers depending on your bank’s policy, the bank must report wire transfers over $3,000 and any transaction over $10,000. These Currency Transaction Reports (CTRs) are filled out, usually electronically, by the bank and forwarded to the Financial Crimes Enforcement Network (FinCen). Failure to fill out this report can result in regulatory action, including fines and sanctions, against the bank. The bank is responsible for filling out the report, but it does not have to inform the customer unless he or she requires such information. There is no illegality in making a large transfer as long as a CTR is properly submitted.
Suspicious Activity Reports
While there is no penalty for having to report a large transaction with a CTR, the bank must complete a Suspicious Activity Report (SAR) if it detects any attempt at deception or wrongdoing. For example, if a customer reduces his request for a transfer from $10,000 to $9,500 after being informed of the CTR, the lender must proceed with the original request and transfer $10,000. If the customer cancels the transfer entirely, the bank representative must still complete an SAR.
Bank representatives are trained to identify any pattern that might be associated with money laundering or avoiding a CTR. For example, suppose a customer makes multiple $5,000 deposits totaling $50,000 over a period of 15 days. If that activity is out of the ordinary for that particular account, an SAR is warranted. An SAR must be filed with FinCen within 30 days of the suspicious activity, or the bank is subject to fines and sanctions.
Phase 1
In the first phase, KBL will invest USD50m in 2,000 to 2,500 hectares of land for mulberry and silkworm cultivation./.

So, What is the current level of production of "Mulberry Leaves in VN" ???
News of this collaboration was recently published in a leading Vietnamese digital media outlet, which highlights the efforts to focus on high technology agriculture and re-energize the Vietnamese share of the multi-billion dollar sericulture industry. Expanding mulberry production in Quang Nam, by nearly 2,500 acres, is a powerful step to increasing total silk production and a key component of the Company’s plan to bring its spider silk technology to market.

New Equipment,
We did not purchase a reeling machine, we purchased a machine that processes the cocoons and prepares them for reeling. If you happened to watch the Ruptly TV video you saw a small green machine that was cleaning the cocoons. This week we are installing a commercial scale version of this machine that is rated to process up to 600kgs of cocoons per hours, about 600 times the amount that small machine could do. Our short term plan is to continue to use third party skilled experts for the reeling of our Dragon Silk cocoons into finished thread.
