If Form 10 is required to uplist... and they have not yet filed form 10... then are we effectually saying that if a company merges into PKPH, that that company does not then plan to uplist? That seems to be the message I'm interpreting here.

They don’t cancel shares that are in the public float. They cancel outstanding shares that were either in the treasury of the previous company, or if shares are transferred to the executives during the merger, the executives can voluntarily cancel their shares because it increases the value of the company and its shareholders’ positions.

It’s immediate, whenever the paperwork is processed and OTC Markets reflects the updates. There may be a day or two of processing when it’s approved, but it’s not like a slow drip of cancellations over time, if that’s what you’re asking.
