Really I guess I don't know what to say. People can second guess - in a public manner - what's written in law and policy, and see what's going on. Or, they can think it should be a one trick pony and bet on that.

ACS or other vendors can propose using SFOR. SFOR doesn't need direct selling capabilities, and generally software manufacturers don't try the straight route. Usually done by VARs.

I think I figured out what's hanging you up. All the verbiage talks about the contract awardee. That would be the VAR.
SFOR's products would need to pass by the security office, but as long as that's good, then the VAR can sell whatever fits the need.
For example, I sold a Canadian LMS to a DoD component in 2012. To meet the security requirements, the LMS had to use servers and data centers located in the US. They spun up a cloud at Rackspace and we were off to the races.
There are other clauses that could apply in this case (FAR 4.2102 subsection a-2). But I doubt that's what's happening here.

That it was a point of fact included by the court into the docket. Someone obviously proved there were multiple contracts in MD via Unisys, and this was a point addressed in the docket. The court wouldn't include it without proof.
It's near the end of the court docket.

So, go read the actual patents from SFOR and Phonefactor. It's basically a VENN diagram, where SFOR totally consumes what Phonefactor had.
Certainly not the details, I assume. Only a legal action such as a decision has been reached. I'm not sure if it will even indicate clearly who came away with the judgement.

Yeah - check the links and text I posted last week. Wrong on both accounts.
Also - it's funny because the area that SFOR deals in is not in my primary area, though as an underlying security feature, I hear about it to some degree. Entirely within realm that it's being sold. I can say with 100% certainty that ACS has sold something to the agency I support.
For once you're correct! The Vendor needs to be registered. However they fulfill the solution requirements fall under the agency's specific guidelines otherwise.
And if they aren't prime, this isn't applicable.
The prime (such as ACS) then contracts with vendors as needed to fulfill the solution requirements.
