My theory is that everyone saw the Covid correction and now sees corrections as buying opportunities, retailers bought the floor from under the institutions or your parent's brokerages.
You can't compare today to the 1990s dot com era due to things like population size & access to the markets. During the 90s you couldn't sell & buy stocks and options from your pocket instantly, you had to wait for your broker to get off his ass.
