It also helps that we've gone from High return intrest savings accounts of over 5% to not keeping up with inflation.

If you want to do the right thing but send shock waves through the market, then pass an EO that would force pensions to get out of investments that haven't kept up with inflation for 6 or 10 years straight.

That would wreck havoc on the bonds markets.
