The program provides assistance to storm victims in disaster areas through the installation of rolled plastic sheeting on damaged roofs, thereby helping to protect property and allowing residents to remain in their homes. Or, could offer a flat rate for Roofing companies at $200.00 to $400.00 per roof regardless of size and give them whole neighborhoods to do still getting extreme profit while employing local area business' to do the work.

Mystery solved, the Primary Contractor for La. is Shaw. Therefore the Primary contractor for Ms. is ZENX/CAROTHERS. Simon has a seperate Task Order for Ms. on their own so that is where they will get the most per Sq Ft money. They get less in La. because they are under Shaw's Task Order. IE: The 60,000,000.00 contract
does not include anything but the original four counties and the homes figures being displayed on the USACE blue roof site for Ms.
That is most likely ALL Zenex. When they finish there is still enough profit margin to subcontract under Shaw for the 300,000 homes listed as in need of temporary roofing in New Orleans.

Fixing roofs on Gulf Coast proves costly for taxpayers

NEW ORLEANS — Across the hurricane ravaged Gulf Coast, thousands upon thousands of blue tarps are being nailed to wind-damaged roofs, a visible sign of government assistance.
The blue sheeting — a godsend to residents whose homes are threatened by rain — is rapidly becoming the largest roofing project in the nation's history.
It isn't coming cheap.
Knight Ridder has found that a lack of oversight, generous contracting deals and poor planning mean that government agencies are shelling out as much as 10 times what the temporary fix would normally cost.
The government is paying contractors an average of $2,480 for less than two hours of work to cover each damaged roof — even though it's also giving them endless supplies of blue sheeting for free.
"This is absolute highway robbery and it really does show that the agency doesn't have a clue in getting real value of contracts," said Keith Ashdown, vice president for Taxpayers for Common Sense.
As many as 300,000 homes in Louisiana may need roof repairs, and as the government attempts to cover every salvageable roof by the end of October, the bill could reach hundreds of millions of dollars.
The amount the government is paying to tack down blue tarps, which are designed to last three months, raises major questions about how little taxpayers may be getting for their money as contractors line up at the government trough for billions of dollars in repair and reconstruction contracts.
Steve Manser, president of Simon Roofing and Sheet Metal of Youngstown, Ohio, which was awarded an initial $10 million contract to begin "Operation Blue Roof" in New Orleans, acknowledged that the price his company is charging to install blue tarps could pay for shingling an entire roof.
But Manser defended his company's contract, saying Hurricane Katrina damaged so many homes and wiped out so much infrastructure in and around New Orleans that it would be impossible to install permanent roofs quickly. The rapid response to the crisis, Manser said, required contractors to mobilize hundreds of construction crews, truck supplies halfway across the country and house and feed armies of workers — at a tremendous set-up cost.
Simon Roofing, the Shaw Group of Baton Rouge, La., and LJC Construction Co. of Dothan, Ala. — the government's three prime blue-roof contractors in Louisiana — have spent millions to lease hotels, hire catering companies and set up computer databases to track and bill the government for their work.
"When you have 400 or 500 people staying out of town, you're paying a whole lot more overhead than you normally do," Manser said. "I couldn't imagine being paid any less, well, scratch that, I guess I could. People will do a lot to get work."
Jim Pogue, a spokesman for the Army Corps of Engineers, said the agency strictly followed government-contracting requirements and did all it could to get the best deal possible for the roofing work, given the magnitude of the task and the need to protect vulnerable homes as quickly as possible.
Pogue also said that the Federal Emergency Management Agency, which by statute is in charge of the program, asked the Corps to manage the program because FEMA's resources were spread thin.
Contractors watching from the sidelines, however, said they'd be happy to do the work for a fraction of what the government's paying.
Mike Lowery, an estimator with Pioneer Roof Systems in Austin, Texas, said that while he couldn't calculate how much it might be costing contractors to house and feed workers, even with astronomical overhead the companies would have plenty of room to make a profit.
In normal circumstances, Lowery said, his company would charge $300 to tarp a 2000-square-foot roof in Austin. For that same size job, the government is paying $2,980 to $3,500, or about 10 times as much, plus additional administrative fees that can't be readily calculated.
The government doesn't pay contractors per roof, but for every square foot of blue tarp its workers tack down, according to copies of the three contracts for the New Orleans area obtained by Knight Ridder.
The Shaw Group is getting paid the most for installing the tarps, $1.75 per square foot. Simon Roofing's contract calls for $1.72 per square foot, and LJC Construction gets $1.49 per square foot.

On September 20, 2005, Zenex International, Inc. (the "Company") issued a press release announcing that the joint venture formed by the Company's wholly owned subsidiary, Aduddell Roofing and Waterproofing, Inc. ("Aduddell Roofing") and Carothers Construction, Inc. (the "Joint Venture") had received a modification to its contract (the "Contract") with the U.S. Army Corps of Engineers ("USACE")to provide temporary roofing services to Pearl River, Hancock, Harrison and Jackson Counties in Mississippi to repair the widespread damage caused by Hurricane Katrina. The Contract was initially awarded on September 3, 2005 in the amount of $10,000,000. On September 16, the Company announced that the Contract had been increased to $20,000,000. This latest modification to the Contract has increased the amount to $60,000,000.
The Joint Venture was formed specifically for the purpose of working on the Contract to provide temporary roofing services to the Gulf Coast region. Pursuant to the terms of the agreement governing the Joint Venture, there are 3% of gross revenues set aside to pay for bonding and insurance and thereafter, Carothers will receive 20% of the remaining proceeds and Aduddell Roofing will receive 80%. Aduddell Roofing is responsible for all material cost, labor cost and management cost, which includes a fee of 16.96% to Oklahoma Development Group, LLC ("ODG"). ODG, an affiliate of the Company, was designated to manage all pre-event activities, labor, procurement, housing and administrative responsibilities associated with the Hurricane. ODG is a development and management company.
Prior to the contract, ODG facilitated the planning and readiness program, as well as the procurement of required Hurricane response items. ODG, along with Aduddell Roofing and Carothers Construction Company, prepared the required documentation that was submitted to the USACE.

The Operation Blue Roof Team announced this afternoon that callers to the Mississippi 1-888-ROOF-BLU number now have the option to talk to a live operator about the program or their recent request for a Blue Roof.
Prior to today, callers were given information about the program and the location of nearby call centers. Many callers, particular those from out of state, were interested in talking to service personnel about particular issues associated with their situation.
To date, over 27,000 requests for the roofs have been received at the more than two dozen service centers. More than 10,000 roofs have already been installed with crews now peaking at almost 1,100 per day. Estimates are that 35,000 roofs will be needed.

The Mississippi Recovery Field Office represents the eastern arm of Task Force Hope, a Team of Teams comprised of responders from different nations, different states, different agencies, and public officials and contractors to support FEMA in protecting life and restoring systems and infrastructure in Louisiana and Mississippi after Hurricane Katrina.
The Army Corps of Engineers’ Task Force Hope Mississippi has 1023 personnel from around the nation focused on recovery operations in the Mississippi Recovery Field Office (RFO). This number represents the equivalent of a large district-size team.
Debris Removal: (Approaching 300K cubic yards per day) Debris equals that of about 4 Hurricane Andrews (media comparisons). The Corps’ debris mission is currently 22.5 million cubic yards. This equates to 220 football fields piled 50 feet high.
At current debris removal rates (about 300,000 cubic yards), the debris would fill three football fields per day. To date, 2.9 million cubic yards have been hauled, or 29 football fields.
Mississippi contractor, Ashbritt, Inc., of Pompano Beach, Fla., is operating in 8 counties that have requested FEMA assistance and expect to move into others in the next 24 hours.
Disposal efforts associated with this cleanup will be done in close coordination with the local community and the Mississippi Department of Environmental Quality (MDEQ), the Environmental Protection Agency (EPA), and the U.S. Coast Guard among others. The Mississippi Department of Environmental Quality has issued the guidelines for and monitors our work, and issues permits for reduction sites.
Hazardous materials and white appliances that require special handing will be separated and managed by teams set up to deal with those kinds of materials.
Temporary Roofing: (Production running over 1,000 per day) About 27,308 requests for Operation Blue Roof have been received in the past few weeks. Over 10,800 roofs have already been installed. More than 200 crews are now working.
Estimates are that over 35,000 roofs will have been repaired when the mission is accomplished in the next 30-40 days. This mission will require more than 3 square miles of placed plastic roofing.

Restoring Public Facilities Using Portable Buildings USACE has received 16 requests to replace hundreds of Mississippi police stations, fire stations, city halls, post offices, and government buildings. The first public building was delivered recently to the De Lisle Fire Department.
More than 400 classrooms are being installed in Mississippi to restore education systems and more importantly family stability and normalcy for impacted youth. Requests for these temporary classrooms have been received from 70 school districts.

I just re-read the 60 million dollar contract pr...They did re-state that the contract for 20 million started in 4 MS counties and the date of starting...PR did not clarify what area additional contract adds were for...Until your post and then looking at the website, I had not seen clarification of extending the work force into Louisiana...Thank-you for challenging me to read more...GL...LJ

If you went to the Aduddell website from the link on the post that you responded to and then click on disaster reponse on the website, you will see that they stated that they have had crews in Mississippi and Louisiana since katrina hit...BTW, folks were hopping mad Monday over generators sitting on airport runways that fema would not release after rita hit...LJ
Focus...60 million dollar contract to add to last stated backlog of 7 million dollars for large top-line revenue growth...The company made roughly 12% net profit during the fourth quarter last year off of top line revenue...May have planned in advance better this year and that may help profitablity...Better to be playing a big guessing game than a smaller one...all imo, of course...GL...LJ

insidestraight, it's the latest biggest Pump thing. Wait, I'm not suggesting that there is anything wrong with Zenx or Adullah. Just saying that there is MEDIA/ADVERTISING in the market these days like never before and, it's just getting worse. I'm thinking Ron Popeil (king of late night info commercials) wished that he had been born a bit later to take advantage of it...looks to be one heck of a market pumping stocks as opposed to vegiematics.
Anyway, most of these "investment letters" are paid by the Company to promote. Back to square one, do you know which promo company it is?
