What you just described are real orders. There was a contract between you and the seller and money was exchanged.
Regarding "pre-orders" , could this not be like pre-ordering a book or pre-ordering a new model of a car...and thus include pre-payment in part or in full? I routinely pre-order books before they're released. When I do so, I purchase that book. One of the cars I bought was a brand new model, and I put down a large down payment before that car was released. So, couldn't the same be true with these headsets? That is receive some sort of down payment before the product is available that's accounted for as part of the revenues?

This is from another company, but I think gives a nice summary of Mission Training through Distributed Simulation (MTDS). Sounds like it’s right up VirTra’s alley although I’m disappointed I’m not finding anything with VirTra using this term. At 1:22-1:40 says they can hook up any existing sims with no costly upgrades.

SEC. 1210. AUTHORITY TO PROVIDE MISSION TRAINING THROUGH DISTRIBUTED
SIMULATION.
(a) Authority for Training and Distribution.--To enhance the
interoperability and integration between the United States Armed Forces
and the military forces of friendly foreign countries, effective
beginning on the date that is 30 days after the date on which the
Secretary of Defense submits the report required by subsection (d), the
Secretary of Defense, with the concurrence of the Secretary of State,
is authorized--
(1) to provide to military personnel of a friendly foreign
country persistent advanced networked training and exercise
activities (in this section referred to as ``mission training
through distributed simulation''); and
(2) to provide information technology related to mission
training through distributed simulation, including hardware and
computer software developed for such activities.
(b) Scope of Mission Training.--Mission training through
distributed simulation provided under subsection (a) may include
advanced distributed network training events and computer-assisted
exercises.
(c) Guidance on Use of Authority.--Not later than 120 days after
the date of the enactment of this Act, the Secretary of Defense shall
develop and issue guidance on the procedures for the use of the
authority provided in this section.
(d) Report.--
(1) In general.--The Secretary of Defense shall submit to the
appropriate committees of Congress a report on the anticipated use
of mission training through distributed simulation by military
personnel of friendly foreign countries.
(2) Elements.--The report required by paragraph (1) shall
include the following:
(A) A description of anticipated mission training through
distributed simulation activities between the United States
Armed Forces and the military forces of friendly foreign
countries.
(B) A description of the current capabilities of the
military forces of friendly foreign countries to support
mission training through distributed simulation activities with
the United States Armed Forces.
(C) A description of the manner in which the Department
intends to use mission training through distributed simulation
activities to support implementation of the National Defense
Strategy, including in areas of responsibility of the United
States European Command and the United States Indo-Pacific
Command.
(D) Any recommendation of the Secretary of Defense for
legislative proposals or policy guidance regarding the use of
mission training through distributed simulation activities.
(3) Appropriate committees of congress defined.--In this
subsection, the term ``appropriate committees of Congress'' means--
(A) the Committee on Armed Services, the Committee on
Appropriations, and the Committee on Foreign Relations of the
Senate; and
(B) the Committee on Armed Services, the Committee on
Appropriations, and the Committee on Foreign Affairs of the
House of Representatives.
(e) Sunset.--The authority provided in this section shall terminate
on December 31, 2025.

Integrated Visual Augmentation System
The President's budget request includes $136,737,000 in
research, development, test and evaluation funding and
$89,451,000 in procurement funding for the Integrated Visual
Augmentation System [IVAS]. The Committee remains supportive of
the development and operational testing of IVAS and notes that
the IVAS program has the potential to improve soldier
battlefield capabilities. Further, the committee notes that the
IVAS program represents an important step in the Department of
Defense's efforts to engage with non-traditional defense
contractors capable of delivering innovative capabilities that
meet warfighter requirements.
The Committee understands that, following continued
challenges with user acceptance and the technology maturity
readiness of IVAS v1.1, the Army opted to reduce planned
procurement quantities of v1.0 and v1.1 devices, and instead
invest in the development and maturation of IVAS v1.2. The
Department of Defense Appropriations Act, 2023 (Public Law 117-
328) provided additional appropriations to support the further
development and maturation of IVAS v1.2 in fiscal year 2023.
The Committee notes that the Chief of Staff of the Army's
fiscal year 2024 unfunded priority list requests additional
funding for the development of IVAS v1.2, as well as funding
for the initial procurement of units to support an operational
assessment. While the Committee remains supportive of
additional funding to further develop IVAS v1.2, providing
additional procurement funding ahead of successfully completing
test activities is ill-advised and contrary to acquisition best
practices. The Committee remains concerned that, despite
continued program delays, the Army is proposing to accelerate a
program prior to its technical maturity date being
demonstrated. This approach places undue risk on the U.S.
government and the taxpayer. Therefore, the Committee does not
recommend funds to procure IVAS 1.2 devices for fielding.
However, the Committee recognizes the benefits associated
with the initiation and completion of a full-scale operational
demonstration to validate that IVAS v1.2 meets established
acquisition criteria. Therefore, the Committee recommends an
additional $38,429,000 only to procure IVAS v1.2 assets for a
full-scale operational demonstration. Such an operational
demonstration shall be coordinated with the Director,
Operational Test and Evaluation, to ensure that the
demonstration meaningfully addresses deficiencies identified in
IVAS v1.0 and v1 and validates the development objectives that
were established for v1.2. Additionally, the Committee
recommends the requested realignment of $42,600,000 to build
test articles, and an additional $22,400,000 to address the
unfunded requirement to complete technology insertion within
the IVAS program's research, development, test and evaluation
program element.

He sold over 100,000 shares a few weeks ago - where have you been? let VTSI purchase the sharres like fishhunter suggests and get him out of the company. its time he leaves. pay him a consulting fee for a few years.the board needs to be overhauled as with much of the sales team (although that might be happening as we post)

Bob Ferris is our largest shareholder. Him selling 28,000 shares is meaningless. Elon Musk sells Tesla shares, no one cares.

Chairman off boards aren't allowed to sell 6% of their shares and should be kicked off the board?
And another thing - if Givens was functioning on all cylinders he would have had the company buy back the shares from Ferris and prompty retire those shares. If this is going to be a constant drip drip from Ferris, Givens needs to put an end to it.

Well said! The only positive for me is that I know the shares he sold are in smarter hands.
Now i will comment: He is the Chairman of the Board of the company and is selling his shares. He should be thrown out ASAP. He should not even get any Bonus shares from the company. Any board member who does not have a stake in the company should be removed and Givens should pick his own directors. I do have faith in him.

Crazy. Last nights PR was the most important in the history of the company (because of the now disclosed BISim relationship)….and the stock has not reacted? Crazy. I thought it would be pushing $12 on todays open.
Bohemia Interactive was acquired by BAE in March 2022 for $ 200m.
I expect a similar faith for Virtra within 24 months.
