Yes, Mike...there is no recourse. When SEC Filers are delinquent in filing Financials it is the ONLY due diligence needed to know to avoid those stocks because the SEC will suspend and then quickly revoke their registrations.
Over 900 delinquent SEC Filers have had their registrations revoked in just 3 3/4 years.

Have a look at Geobio GEBO. Its some of the directors from SARS that are running Geobio Clayton Shelver his father Larry Shelver and David Otto. In spite of Geobio having start-up debts of $30.1M and significant cash flow problems and advice from the auditors that they are not a viable company they awarded themselves $250K 5 year rmployment contracts plus bonuses. This is how its done. Get together with a few friends Put money into a fund. Use this money to buy an off the shelf company not trading. Put the company on the OTC. See whats hot e.g. oil gas green and put out a P/R that the company is going to be the best at this and will raise millions to buy companies in the same or similar business. Appoint someone with experience in this type of business to give it credibility. In the meantime give yourselves millions or billions of free shares and rack up tens of thousands or hundreds of thousands of dollars in fees. Then start pumping. No mater what happens they win. They attract gullible investors and slowly sell off shares. They then go out to Investment Companies and look to raise millions.If money comes in they deduct their fees.

SARS Completes Acquisition of Installation and Monitoring Businesses
SEATTLE, July 17, 2009 (GLOBE NEWSWIRE) -- SARS (the "Company") (Pink Sheets:SARO - News) announces the closing of a merger between the Company's U.S.-based monitoring and management services business and an Illinois-based conglomerate specializing in mechanical and electrical construction, energy infrastructure, facility installation, service and design (announced June 3, 2009). The companies acquired include Environmental Insulation, Inc., ESDD, LLC, Alternatech, Inc., Swank Enterprises, Inc. d/b/a Art & Print, Inc., Associated Mechanical, Inc. and R.J. Power Plumbing & Heating Company (collectively referred as "Associated Mechanical") through a merger between each of the individual entities and FasTech Services, Inc. ("FasTech Services"), a newly formed, wholly owned subsidiary of SARS. SARS and Associated Mechanical amended the original merger agreement to extend the closing date to July 8, 2009 and adjusted the contemplated share distribution of SARS' common stock to Associated Mechanical to 60%.
Resulting from the merger is a new, multi-million dollar operating company with expected combined annual revenues of approximately $35,000,000. The Company will offer facilities systems monitoring controls in addition to building automation for commercial spaces.
