[Other] - Rio Tinto (RIO.AX) (RIO.L) on Thursday came a step closer to gaining approval to expand its Warkworth coal mine in Australia after an influential panel recommended the work proceed, against the wishes of environmental and community groups. Without a final go-ahead to expand, the mine producing electricity-generating thermal coal would by December no longer be economically viable, according to the company. An approval could help in any efforts by Rio Tinto to attract buyers for its coal mines in Australia, where high operating costs and low selling prices are weighing on profits.

Gold and silver were such a powerful money during the Founding of The United States of America

Since gold and silver coinage were heavy and inconvenient for a lot of transactions, they were stored in banks and a claim check was issued as a money substitute.

Rio Tinto sells Eagle Mine

HUMBOLDT - Eagle Mine officials were scheduled to hold an all-employee meeting this morning to discuss details of the sale of the mine and Humboldt Mill, announced late Wednesday, to Toronto-headquartered base metals mining company Lundin Mining for $325 million.

The new owners intend to develop and operate the mine as planned and will advance exploration efforts to identify additional resources nearby. Rio Tinto had previously identified several mineral exploration targets.
"We believe Eagle will have a sound future under its new ownership given Lundin's commitment to the development of the project," said Chris Lynch, Rio Tinto chief financial officer. "Rio Tinto will continue to manage Eagle to the highest safety and environmental standards during the transition to the new owner."
The sale - which includes the underground copper and nickel Eagle Mine, the Humboldt Mill and the mineral, water, access and surface rights around the mine - is expected to close next month and includes a $250 million purchase amount, plus project expenditures of roughly $75 million incurred from Jan. 1 through the sale closure.
Rio Tinto spokesman Daniel Blondeau said the sale is subject to customary U.S. regulatory approvals.
"Rio Tinto will continue to manage Eagle while the regulatory process is completed, which is expected to take approximately six weeks," Blondeau said. "Once the regulatory process is settled, Lundin will take over day-to-day management of Eagle."
Mine production is expected to begin in late 2014 and once it starts, the mine will generate up to 2,000 tons of ore each day.
The Eagle Mine management team will remain in place at least until the sale is closed and the mine's 68 current employees, 42 of whom are local residents, will become workers for Lundin, Blondeau said.
"The people that are working with Rio right now, that's part of the sale as well," Blondeau said. "So Eagle employees will be transitioning with the project to Lundin."
Blondeau said it's too early to tell whether the number of direct mine or mill employees will increase under the new ownership, but in the short term, there will be new jobs available with construction projects remaining to be completed at the mine and mill.
Blondeau said the sale is good news.
"Eagle is still going to be built and operated, we're still going to be providing the jobs, the taxes and all the other benefits that the community was expecting from the mine," Blondeau said. "So we're excited to get things up and moving, for construction to ramp up."
In February, Rio Tinto announced it would "moderate" the pace of construction at the mine and mill in response to "economic headwinds" and volatility in commodities markets. Those construction projects previously put on hold will now be accelerated, Blondeau said.
"It is a fairly big change," Blondeau said. "We've been in this moderated construction pace for a while now. But real soon here, starting next week, people will start to see things ramp up."
Bids will be let for the mining during operations and the ore transportation and for three structures to be built at the mine, including an above ground ore storage building, a batch plant to mix aggregate and concrete for backfilling the mine and an aggregate storage building.
"At the mill, the mill has pretty much been cleaned up and gutted at this point, but now we really have to start putting the equipment in and building the other facilities out there for operations," Blondeau said.
The total capital expenditure for the Eagle Mine-Humboldt Mill project is estimated at $770 million. Lundin officials said $355 million of that had been spent by Rio Tinto as of May. In addition to the $325 million price to acquire the mine, Lundin is expected to spend another $400 million through 2014 to bring the mine and mill into production.
Construction at the mine is 80 percent complete, with the project overall - including the Humboldt Mill - about 55 percent done.
Marquette County Road Commission construction projects begun recently to upgrade county roads 550, 510 and the Triple A Road - funded by Rio Tinto - are expected to remain on schedule, serving as a portion of the transportation route between the mine and mill.
Officials with Rio Tinto and Lundin Mining said the sale of the mine and mill will be beneficial to both companies, which have been making moves to adjust to shifting global market conditions.
Lundin - which has other operations in Portugal, Sweden and Spain and holds a 24 percent equity stake in a copper and cobalt mine in the Democratic Republic of the Congo and a cobalt refinery in Finland - previously purchased two other Rio Tinto mines, including a copper and zinc mine in Portugal and a zinc, lead and copper mine in Sweden.
"The acquisition of the Eagle Mine fits ideally within Lundin Mining's asset base and is the result of the disciplined approach we have been focused on for some time to acquire high-quality, advanced stage assets in low risk, mining oriented jurisdictions," said Paul Conibear, Lundin Mining president and chief executive officer. "The Eagle Mine represents a very unique opportunity to acquire a high-grade project which is under construction and expected to begin generating significant levels of metal production and cash flow prior to the end of next year."
Blondeau said the entire mining industry has been going through a lot of changes, which has been reported in the media often over the past year, with companies, including Rio Tinto examining costs and schedule.
"Rio Tinto is refocusing its capital to long-life, large, low-cost operations, and Eagle doesn't fit that model and the capital that they'll be getting from Eagle will be used for those projects that more fit their model," Blondeau said.
Lynch said the sale of the Eagle Mine demonstrates Rio Tinto's renewed focus and discipline in the way the company allocates capital.
"We are making good progress on a number of other potential divestments as part of our goal to achieve substantial proceeds from divesting non-core assets," Lynch said.
Blondeau said the Eagle Mine is a "good strategic fit" for Lundin Mining.
"Our mine is more in the ballpark of the size and scope of their other mines," Blondeau said.

We are bullish on the iron ore industry in the long term, and our top picks are VALE SA (VALE) and Rio Tinto PLC (RIO). RIO has recently touched its three-year low level, and its valuations are cheap based on forward price-to-earnings and EV/EBITDA multiples.
Moreover, its reasonable dividend yield, historical balance sheet strength and diversified asset base make us recommend a long position in the stock for long-term investors. Cap-Ex Could Be Canada’s Next Major Iron Ore Player

Brian Penney has no doubt Cap-Ex Ventures TSXV:CEV will be the company to take the Block 103 iron property to production. Indeed it is for this very purpose that the Chairman of Operations was brought to the project in December 2011—when Cap-Ex entered into a management agreement with merchant bank Forbes & Manhattan. An alumnus of the Iron Ore Company of Canada (a subsidiary of Rio Tinto), Penney says, “That’s the expertise I bring to this picture.”
Penney continues, “I’m a metallurgist, and my whole career has been on the operating side of iron ore rather than the exploration side. That’s one of the reasons why Cap-Ex joined with Forbes & Manhattan. I am myself a Forbes employee. We understand the blueprint in terms of removing the risk to allow us to get to production, and that’s what we’re here to do.”

Rio Tinto Plc (RIO) is a diversified mining company involved in finding, mining, and processing resources such as aluminum, copper, diamonds, thermal and metallurgical coal, uranium, gold, industrial minerals (borax, titanium dioxide and salt) and iron ore. The company has a number of major operations in Australia and North America, with other significant operations in Asia, Europe, Africa and South America.
The company was founded in 1873 with its first operation being on the Rio Tinto river in Spain. Throughout its history, the company has acquired whole and partial stakes in a myriad of smaller companies allowing the company to diversify both in terms of commodities as well as geographical presence. The largest acquisition was in 2007 which was a purchase of Canadian aluminum company, Alcan for $38.1B which took RIO’s net debt to equity to a dangerously high 180%. RIO is about the 4th largest publicly listed mining company in the world based on market capitalization.
RIO has now got its balance sheet in order, which puts the company in such a stronger and safer position. RIO was highly leveraged in 2007 which put them in a very difficult situation once the global financial crisis set in and commodity prices took a dive. The company was almost taken over by BHP Billiton during that period, and in the end accepted a large investment by Chinalco, a Chinese mining enterprise, in order to meet its debt obligations.
The company is broken down into 5 business units as follows:
Aluminum: includes bauxite, alumina and aluminum. RIO is the largest bauxite producer in the industry. A lot of these operations are self powered by hydroelectricity
Copper: includes gold, molybdenum, silver, nickel and copper. RIO is the worlds 5th largest producer of copper
Diamonds & Minerals: includes diamonds, borates, titanium dioxide feedstocks, talc, high purity iron, metal powders, zircon and rutile. RIO has a number of projects in the pipeline in this business unit.
Energy: includes thermal coal, coking coal and uranium. Much of its products are sold in Asia in close proximity to their mines in Australia.
Iron Ore: includes iron ore and salt. RIO is the 2nd largest producer supplying the global seaborne iron ore trade. Much of its iron ore comes from Western Australia which is in close proximity to China.

Recent Performance
2010 was a stellar year for RIO with net income increasing from $4.9B in 2009 to $14.3B in 2010. Most of this increase came due to much larger volumes of iron ore produced as well as the high price of iron ore. The revenue of the Iron Ore division, which is by far the largest, doubled from 2009 to 2010.
The company faced challenges in early 2011 due to severe weather conditions which hampered some of RIO’s operations but the company bounced back well in 3rd quarter 2011, which was another record quarter.
By the 12th October this year, 69 million RIO shares had been bought back at a total cost of $4.4B. While the shareprice is below Intrinsic Value, buying back shares is a good idea as it adds shareholder value. RIO announced that it intends to spend a further $2.6B in share buy-backs by the end of 1st quarter 2012.
RIO’s balance sheet is healthy with a net debt to equity of 9%, with $14B of long term debt, $1B of short term debt, and almost $10B in the bank. It also generated an impressive $13.7B in cashflow during 2010. RIO is a wonderful generator of cash which places it well to purchase other assets, pay down debt, pay a dividend, or buy back shares.

Interestingly, RIO only scores a moderate quality rating score. This is due in part to the serious effect that the Global Financial Crisis had on RIO and also its aggressive capital expenditure regime. Importantly RIO scores a perfect 10 on cash flow.

RIO is well positioned to capitalize on the China growth story should it continue. Unless China falls in a heap, RIO’s IV will continue to rise dramatically in the coming years.
The performance of RIO is in general dependent on the price of iron ore. The hiccup in performance of RIO during the Global Financial Crisis is plain to see. For the last few years though, with the price of iron ore and other commodities strong, the performance of RIO has improved drastically. For stock market participants interested in investing in RIO, the graph illustrates that now looks to be a good time. The value has stormed ahead, and the price has yet to catch up.
Investment Grade Score
The Margin of Safety of RIO is 44% based on the USAStockValuation.com method of calculating Margin of Safety which is: (Intrinsic Value – Share Price) / Intrinsic Value. And the Quality Rating of RIO is 65/100.
This gives an Investment Grade Score of (44 x 65) / 100 = 29 which places RIO at number 54 on the USAStockValuation.com Investment Grade Table. By multiplying the Margin of Safety by the Quality Rating, only those companies with a good combination of quality and value make the upper echelons of the Investment Grade Table.
Drivers of Future Growth
On the back of a stronger balance sheet, RIO is investing for its future by ramping up its capital expenditure. RIO’s capital expenditures of $5.1B for the first half of 2011 already exceed the total capital expenditure for all of 2010 which was $4.6B. With mining companies, the general rule is the bigger they are, the lower the costs per unit to produce. This is because high production means economies of scale and lower cost per unit measure of the resource being produced. Another advantage of large mining companies such as RIO is their project execution capabilities which have been proven time and time again over many years.
The major risk on RIO is its large iron ore division and its subsequent dependence on the price of iron ore, which in turn is dependent on the China growth story continuing. 28% of RIO’s sales come from China, but more importantly the urbanization of China is propping up the price of iron ore. If China were to fall in a heap it would be disastrous for RIO, at least in the short term. See below an illustration on the urbanization of China with the US as a point of reference.

Conclusion
Through operating large scale operations, RIO produces at a lower cost per unit volume/weight than most of its peers. It enjoys strong cash flows and its future looks bright. RIO is also paying a $1.07 dividend which based on the current shareprice of $55.5 provides a yield of 1.9%.
The risk to investors in RIO is a downturn in the Chinese economy and for those who believe the Chinese economy may dive will want to stay away. Conversely, the current price of RIO should be very attractive for investors who believe the China urbanization story will continue.

At the request of Traditional Owners, the South of Embley Boyd project will be known as Amrun, a Wik-Waya language name for the area. The mine has been operating since 1983 and has produced more than 800 million carats of rough diamonds. Bell Bay Aluminium is situated on the mouth of the Tamar River, approximately five kilometres from George Town and 45 kilometres from the city of Launceston. Bell Bay Aluminium has been in operation since 1955 and was the first aluminium smelter built in the southern hemisphere. The smelter produces around 180,000 tonnes of aluminium each year and operates 24 hours a day, 365 days per year. Its main metal products are ingot, rolling block and T-bar.
Boyne Smelters Limited (BSL) is the largest aluminium smelter in Australia. Located approximately 20 kilometres south of Gladstone at Boyne Island on the Central Queensland coast, BSL produces in excess of 570,000 tonnes of aluminium per annum.
A joint venture between Rio Tinto (68 per cent), Marubeni Corporation (22 per cent) and Sojitz (10 per cent), Dampier Salt Limited (DSL) is located in the hot, dry climate of northern Western Australia.
Energy Resources of Australia Ltd is Australia’s longest continually-operating uranium mine and one of the country’s largest uranium producers. Uranium has been mined at Ranger for more than three decades and it is one of only three mines in the world to have produced in excess of 120,000 tonnes of uranium oxide.
The Gladstone Power Station is operated by NRG Gladstone Operating Services, and contributes 1,680 megawatts (6 x 280) of capacity to the Queensland power grid. We own 42.125 per cent of the station along with NRG Energy Inc (37.5 per cent), Southern Cross GPS Pty Ltd (8.25 per cent), Ryowa II GPS II Ltd (7.125 per cent) and YKK GPS (Qld) Pty Ltd (4.75 per cent).
Our Gove Operation is located on the Gove Peninsula in North East Arnhem land in the Northern Territory. It is situated on extensive deposits of high grade bauxite, a burnished red ore with high aluminium oxide content. Bauxite mining began in 1970 to supply the export market. Gove produced 6,528,000 million tonnes of bauxite in 2014. Alumina production was curtailed in 2014 and the refinery is being put under care and maintenance.

Queensland Alumina Limited (QAL) was commissioned in 1967 with an annual capacity of 3,950,000 tonnes of alumina.
Rio Tinto Coal Australia is one of Australia's leading mining organisations with a highly successful record in developing and managing world-class coal operations. It is a wholly-owned member of the Rio Tinto Group. Rio Tinto Coal Australia produces both thermal and coking coal from our five operations – in the Hunter Valley in New South Wales and Queensland's Bowen Basin – for international export.
