Independent Research Reveals Promising Future for Prepaid in Europe
Pargue, Czech Republic, May 10, 2007 - Spending on prepaid payment cards in Europe is estimated to reach US$164 billion by 2010, according to new Boston Consulting Group (BCG) research commissioned by MasterCard Europe.
The research also reveals that whilst the UK is predicted to become Europe’s largest single market for prepaid card payments by volume, Russia and Poland are set to witness the deepest penetration of prepaid spending as a proportion of total spend made using payment cards.
Meanwhile, the use of prepaid cards for the payment of Government benefits to the unbanked and by individuals for gifting is set to play a lead role in driving growth in the prepaid segment across the Continent.
The BCG research shows that Europe’s predicted total spending figure amounts to US$163 billion, 25.4 per cent of the estimated global total of US$645 billion, leaving it behind the United States, (US$296 billion and 45.9% of the global total), but well ahead of Japan (US$59 billion and 9.1% of the global total).
Analysing the European landscape on a market by market basis, BCG reveals that the UK’s predicted total prepaid spend of $34 billion by 2010 (5.3% of the global total) positions it as Europe’s largest single market and the fourth largest in the world.
The UK is closely followed by Italy where total spending is estimated to hit US$33 billion (5.1% of the global total and the fifth largest in the world) and France, with an estimated total spend of US$27 billion (4.2 per cent of the global total and the seventh largest in the world).
It is in Eastern Europe, however, where prepaid spending is set to make the biggest impact as a proportion of total payment card spend. In Poland, total prepaid spend is estimated to reach US$11 billion, equivalent to 14.1% of spend using payments in the country as a whole. The BCG research also shows that in Russia, the anticipated total prepaid spend of US$23 billion represents a 12.6% share of the domestic market.
According to the research, both markets rank well ahead of their Western European neighbours, including Germany, where domestic market penetration is estimated to reach 7.7% (US$26 billion).
Commenting on the findings at MasterCard’s first European Prepaid Conference in Prague, Czech Republic, Chris Reddish, Head of Prepaid, MasterCard Europe, said: “The rapid growth of the prepaid card segment is a clear sign of the fact that consumers, issuers and public sector bodies are recognizing the benefits provided by this form of payment as well as its ability to meet a diverse range of needs.”
Main Market Drivers
The research shows that one of the main drivers of prepaid spending in the upcoming future will be through Government programmes. Prepaid cards help the public sector reduce welfare benefit fraud by driving cash out of the system and ensuring that payments reach those they are intended for.
In Russia, 23.2% of total government benefit spending is expected to be routed through prepaid cards by 2010, accounting for US$13 billion in that market alone. Similarly, in Italy prepaid share of total government spend is predicted to reach 28% (US$14 billion).
According to BCG, the second biggest category of prepaid spend is identified in ‘Gifting’, with France and Germany leading the way in Europe. In Germany prepaid is expected to account for 15.7% of overall gift card spending (US$16 billion), while in France the prepaid spend in this area will go even further and reach 19.8% of category spend (US$17 billion).

Money can be loaded on to a prepaid card by cash at a bank, Post Office, at Payzone or PayPoint terminals, bank transfer, through your employer or even by another credit card.
When using for purchasing at a high street store, they work in exactly the same way as a credit or debit card - you simply hand the card to the cashier. You will be asked to enter your PIN number (supplied with the card) on an electronic keypad or to sign a payment slip so your signature can be matched with that on the back of the card (if there is no Chip on the card). The total amount will be taken from your card immediately and the transaction is complete.

Coalition Sends Letter to State Officials Demanding Consumer Protection
Against Aetna's Propofol Decision
NEW YORK, Feb. 14 /PRNewswire/ -- Aetna Inc.'s decision to greatly curtail
the use of Propofol, the "gold standard" anesthesia agent available to
patients during cancer screening colonoscopies, is causing a growing national
outcry amongst physicians, their associations and consumers. Today, the
Gastroenterologists and Anesthesiologist Alliance (GA Alliance) welcomed the
Georgia Gastroenterology Society to a growing coalition that is confronting
Aetna's decision.
"It is our hope that our participation in this growing alliance will allow
us to effectuate change of this misdirected policy through a meeting with
Aetna's executive leadership," said Dr. Indran Kirshnan, past President and
Member of the Board of Governors of the Georgia Gastroenterology Society. "We
will seek to enlist every patient, every potential patient, every lawmaker,
every commentator, and every cancer survivor who now needs to think about
their next colonoscopy without Propofol thanks to Aetna."
What was once a New York state campaign, has grown into a national
campaign to expose Aetna for making a decision based on what is best for its
own bottom dollar and its corporate executives over the detailed judgments
made by a physician caring for a patient. To confront Aetna, the GA Alliance
sent a letter to elected officials in the five states it currently represents
(New York, New Jersey, Georgia, Virginia and, Delaware) calling for a state-
by-state regulatory and legislative review of Aetna's action which interferes
with appropriate medical practice. By the end of the week all states will be
notified.
Scott Einiger, lead counsel for the GA Alliance, this week has written to
all governors and state attorney generals, explaining, "We hope that your
state and your leadership will carefully investigate this important healthcare
and consumer issue, and take appropriate action to protect the millions of
consumers affected by Aetna's proposed limitation on access to monitored
anesthetic care. Our alliance asks that you carefully investigate this
important healthcare and consumer issue and take the appropriate action to

Rising to the Threat
Fortunately, some states legislators are now pushing back against Aetna
and its corporate executives.
The coalition welcomed Delaware Governor Ruth Ann Minner's action this
week when she was joined by Delaware's insurance commissioner Matt Denn and
others to decry Aetna's action.
"We applaud the recent statements of Delaware Governor Ruth Ann Minner,
who decried Aetna's planned actions. Governor Minner has announced that she
will not allow Delaware state employees to be affected by Aetna's wrongful
actions," Einiger said in the letter. "In this, an election year, it is
critical that our political leadership -- both Democratic and Republican --
not be deterred by an organization with resources such as Aetna, which
reported an income of $450 Million for the recent fiscal quarter and almost $2
Billion for previous years, all while raising premiums 14 percent."
Consumer Fraud, Patient Pain
Scott Einiger, a partner with the law firm of Abrams, Fensterman,
Fensterman, Eisman, Greenberg, Formato & Einiger, LLP, and representing the
alliance, stated, "As Aetna has failed to provide notification to its 16.4
million enrolled members, seeking to get the media to do its job by issuing a
press statement about its policy change on the eve of the December holidays,
it is obvious that the insurance carrier is attempting to duck regulatory
scrutiny of their actions."
Einiger warns that Aetna may be facing charges of consumer fraud in many
of the states where they do business. "Consumers have the right to expect
that their insurance policies (either paid for or earned through employment
benefits) should provide the same level of coverage as when it began. Aetna
should not "bait and switch" its members in the middle of their coverage.
Doing so, only forces consumers to accept lesser coverage-one that clearly
promotes substandard care. Clearly, Aetna received approval from state
insurance departments and other state regulatory agencies to offer health
insurance coverage to the public. We fear and expect a consumer fraud and
healthcare crisis will be perpetrated on Americans across the country, if
Aetna's policy is implemented."
Background on Propofol and Cancer
Colon and rectal cancers trail only lung and prostate cancer as the number
one cause of cancer death among Americans, according to the Federal Centers
for Disease Control. This year an estimated 147,000 Americans will be
diagnosed with colorectal cancer and 56,500 will die from this disease, with
an approximate 1-in-18-lifetime probability of developing colorectal cancer.
Currently, only 37 percent of cases are diagnosed when the disease is still
localized.
Despite the fact that hundreds of thousands of Americans are diagnosed
with colon and rectal cancer each year, Aetna unsuccessfully attempted to
change its policy on paying for certain anesthesia in May 2006. Immediately
after, Propofol was accepted by Aetna as a recognized "gold standard" and the
proper and best anesthetic to use for endoscopic procedures. And now, while
other insurers continue to cover the use of Propofol, Aetna seeks to place its
corporate interests ahead of its 16.6 million members.
The GA Alliance includes the New York Count Medical Society, New York
Society for Gastrointestinal Endoscopy, New Jersey State Society of
Anesthesiologists, New Jersey Gastroenterology and Endoscopy Society and the

- Berman Marketing Group Inc, a wholly owned subsidiary of National HealthCare Alliance, Inc.(Pink Sheets: NHAL) today announced its plan to enter the Pre-Paid Debit Card industry.
The company's plan calls for initially pursuing the marketing of Pre-Paid Debit cards to the unbanked and underserved market. According to the Center for Financial Services Innovation (non-profit affiliate of ShoreBank Corp.)
there are an estimated 40 million unbanked or underserved consumers in the United States. It is estimated as of the end of June 2007 that only 5% of the market has been penetrated.

However, I have had recent inquiries as to what Berman Marketing Groups plans were going forward. The company's plan to enter the Pre-Paid Debit Card Market is in the development stage. There are several major obstacles that will have to be overcome for the company to execute their plan. The company plans to obtain the ability to market Pre-Paid Debit cards by leveraging the infrastructure of Merchant Processing International (MPI) on a revenue sharing basis. MPI is owned by Bruce A. Berman. MPI is a credit card processing company that is a registered ISO with MasterCard and Visa. MPI is currently in the due diligence stage with several banks to become a Debit Card Issuer. MPI is also in negotiation stages with companies that offer the use of their platforms to issue debit cards known as white labeling. In order to go forward with this plan, MPI must obtain either a white label agreement or bank approval. Following that, it needs the approval of Visa, MasterCard or Discover. Although white labeling of debit cards is a common practice in the industry, there can be no assurance that the company will reach an agreement with an authorized issuer of debit cards. The company hopes to be marketing Pre-Paid Debit cards first quarter 2008.

What are the pros and cons of prepaid debit cards?
The advantages of prepaid debit cards include being safer than carry cash, worldwide functionality due to Visa and MasterCard merchant acceptance, not having to worry about paying a credit card bill or going into debt, the ability for anyone over the age of 18 to apply and be accepted without regard to credit quality and the ability to reload with any amount of money online, over the phone or at any ATM worldwide.
The disadvantages include the fact that you don't have the luxury of using a credit card bank's funds for 25 days for free (but you could also look at that as an advantage, too). Another is if the card is lost or stolen Visa and MasterCard have much stricter notification requirements than with a credit card.
All in all the advantages of prepaid debit cards usually outweigh the disadvantages – especially for those individuals that don't have access to standard credit cards due to lack of credit history or because their credit rating is less than perfect.

An estimated $117 billion of purchases will be made this year using pre-paid plastic, whether that be in the form of a gift card, a payroll card or a renewable debit card issued under the Mastercard or Visa logos. Mastercard projects that by the end of 2009, pre-paid and stored value card transactions could soar to $257 billion.
The market is so big that Visa is preparing to roll out a nationwide network of retail spots where consumers can reload cash onto their Visa-branded pre-paid cards. Visa says it is specifically going after the millions of "unbanked" consumers in the U.S., a segment it estimates earns $1 trillion in annual income and pays $1.5 billion of that annually in check-cashing fees. These fees may be avoided by workers having their employers deposit their salaries directly into the debit cards.
