I don't think that action has anything to do with Biochar
This entity is the old GPRC entity and the Biochar officers are listed still because they are left over from the Amended List in June - before the SEC suspension

Next step i see here is a Name change at the NVSOS for NOXL and an increase of the A/S to 500M if not a R/S will hit first in order to eliminate the old NOXL shareholders. Not uncommon with Tracy shells, no matter what the current O/S is/was...

Everybody should do their own DD and decide if it's worth a play or not.
