ASHINGTON, Aug. 16 — President Bush said today that he was considering a package of new steps to aid the economy and investors, illustrating the growing concern at the White House about the stock markets' fall and the possibility of another recession.
Mr. Bush said he had not settled on specifics, and it was unclear how far he might go in adding to his existing economic agenda, which centers on making permanent the tax cut passed last year, pursuing trade agreements, making it easier for oil companies to drill in the United States and providing companies with access to insurance against terrorism.
But in remarks to reporters near his ranch in Crawford, Tex., Mr. Bush said he was intrigued by some ideas set out at his economic forum this week, and planned to review them with an eye toward pushing some forward when Congress returns to work after Labor Day.
"We're thinking about all options," Mr. Bush said. "That's one of the things that came out of the meeting, was that some have urged us to think about additional measures to help growth, so I'm thinking about it."
The president said he would study the possibilities "so that when I announce them, it will be well thought out, it will be part of a long-term plan."
He cited a variety of possibilities that were raised by participants at the forum, most of which have been studied in the past by Mr. Bush's economic team and Republicans in Congress. They included increasing the amount of capital losses individuals can use to offset their taxes, allowing people to contribute more to their 401(k) retirement plans and reducing taxes on dividends.
Administration officials had previously signaled that they were unlikely to pursue any major new economic initiatives this year, especially given the growing federal budget deficit. But the fall of the stock markets this summer and the growing concern among Republicans that their party could suffer on Election Day if the economy continues to weaken have put the issue back on the table.
Should the president go ahead with a new plan, it would probably be well received by Republicans on Capitol Hill. Ron Bonjean, a spokesman for Senator Trent Lott of Mississippi, the minority leader, said, "Helping investors, protecting pensions and generating market confidence are top priorities for us."
The Democratic reaction is likely to hinge on whether the assistance would help lower- and middle-income people as well as upper-income investors and on how expensive the proposals prove to be.
Representative Charles B. Rangel, Democrat of New York, said this week that Mr. Bush should focus on extending unemployment benefits further.
At the economic forum on Tuesday and again today, Mr. Bush appeared particularly interested in a proposal to increase to as much as $20,000, from $3,000, the limit on deductibility of capital losses.
Mr. Bush also focused on a proposal to eliminate the double taxation of dividends. Currently, companies are taxed on the earnings that they use to pay dividends to shareholders, and that money is then taxed again when it is paid out to shareholders.

Market watch: Reduced inventories, increased war risks drive up energy prices

HOUSTON, Aug.16 -- Energy futures prices jumped in New York and London on Thursday as markets reacted to the surprise of a serious draw of US inventories of oil and petroleum products at a time when traders are becoming more concerned about possible disruption of Middle East crude supplies.
The September contract for benchmark US light, sweet crudes shot up 91¢ to $29.06/bbl on the New York Mercantile Exchange. The October position jumped 81¢ to $28.38/bbl.
Prices for refined products also escalated, with heating oil for September delivery rising 2.64¢ to 72.78¢/gal. Unleaded gasoline for the same month was up 2.12¢ to 79.76¢/gal.
The September natural gas contract zoomed up 21.7¢ to $3.13/Mcf on NYMEX. "Some traders had anticipated a higher (US gas) storage injection last week than the 53 bcf reported by the (US Energy Information Administration on Thursday) morning, and that helped get the rally started," said analysts at Enerfax Daily. "Once the market rallied beyond $3.059(/Mcf), then buy-stop orders got hit, pushing up the September contract to $3.10(/Mcf). Then late buying by funds pushed it higher yet near the end of the day."
Enerfax analysts warned Friday, "Look for profit-taking today as the market tries to stay above $3(/Mcf). Resistance is seen at $3.17(/Mcf), with support at $3.05(/Mcf)."
Meanwhile, Ronald Barone, with UBS Warburg LLC in New York, said Friday, "The 6-week string of above normal temperatures came to an abrupt end last week, as the nation experienced only its fourth week of cooler than normal conditions this season." National cooling degree-day temperatures for the week ending Aug. 10 were 4% lower than normal and 22% lower than last year, he said.
"Though temperatures were slightly cooler than normal, we believe it is impressive that the industry was capable of injecting a solid 53 bcf of gas during a time when—as evidenced by continued weak net gas flows in the producing region—several cash-strapped energy merchants are not injecting (or are in fact withdrawing) supplies to improve liquidity positions," said Barone. "This notable undercurrent could suggest that the short-term supply-demand imbalance is looser than it appears and that cash prices are being primarily supported by NYMEX, which itself is being supported by the increasingly bullish intermediate-term outlook from a recent acceleration in deliverability decline rates and crude rally."
So far this summer, US temperatures generally are averaging 10% higher than normal and 2% higher than during the same period last year.
In London, technical strengths and bullish sentiment also pushed up North Sea Brent crude futures on the International Petroleum Exchange. The expectation that the US will again go to war with Iraq remains as strong as ever in that market and has attracted heavy fund and speculator buying, said brokers. They said traders did not want to sell short in case a US attack on Iraq sends oil prices soaring higher.
The September Brent oil contract gained 42¢ to $26.80/bbl Thursday, which was "another bullish technical signal" in itself, analysts said. However, the September natural gas contract fell 6.6¢ to the equivalent of $1.88/Mcf on the IPE.
The average price for the Organization of Petroleum Exporting Countries' basket of seven benchmark crudes jumped 46¢ to $26.34/bbl Thursday.

they fly under the radar screen almost always..
the only time they (the consultants) will have to report, is if their total shares they individually hold becomes 5% or more of the o/s, or below i list other cases with the consultants.
the insider options however will be proceeded by a form 144 (intent to sell, preferred or restricted) and a form 4 for the transaction.
Now remember the insiders and consultant OPTIONS granted on the latest 10q were as of to June 30, 2002.
There is a 30 day lag time between the transaction of filing of intent until the sec must have the form filed.

Now the optionee must give written notice to the comapny 15 days before exercise......
so one could always call the comapny and see if they (the company) would tell you if any of the consultants have given notice of exercise...the only way you could ascertain the CONSULTANTS were buying their options.
or in the consutlant shares..if exercised the only document that will do so (document) is the quartely 10q which will have to list any options and amounts that have been execised.

British and U.S. planes strike Iraqi targets
LONDON (Reuters) - Britain confirmed Thursday that U.S. and British fighter aircraft had struck targets in southern Iraq earlier this week but said it was not aware of any casualties.
"Coalition aircraft were in operation in the southern no-fly zones over Iraq late Tuesday. Self-defense action was taken against a mobile tracking radar unit which had locked onto our aircraft," a spokesman for the Ministry of Defense said.
Iraqi Air Force Command said earlier Thursday the planes had bombed civilian and service targets shortly before midnight Wednesday in the provinces of Missan and al-Wassit, wounding four civilians. It also said its air defenses had fired at the attacking aircraft.
But the British spokesman said he knew of no casualties: "We are not aware of any casualties and we take absolute care in all our operations to limit any casualties."
The raid was the first in 10 days and the 26th strike of the year by U.S. and British attack jets in northern and southern "no-fly zones" of Iraq, established after the 1991 Gulf War to protect the Kurds of the north and the Shi'ite Muslims in the south from attack by Baghdad forces.
The tit-for-tat exchanges have increased in recent months amid mounting threats from President Bush to oust Iraqi President Saddam Hussein. Washington accuses Baghdad of developing chemical, biological and nuclear weapons.
Iraq denies the charge and Saddam has said any U.S. invasion on his country is doomed to fail.

I am learning though, and, you all are a great source of information. Last time I invested anything in gas and oil, it was a no brainer.... Schlumberger, Patterson, Noble etc. Back then, I just bought it and the pps magically rose! I was lucky enough to get out before everything fell into the toilet back then too. That was 5 -6 years ago. Now, I feel like the "Tidy-Bowl Woman" hoping no one flushes!
Next trip I take up to my property, I'm going to go to the Drake Well Museum in Titusville again, only this time, I think I'll take a little more time to absorb the information that is there!

That is what I hoped you'd say- run the pump off the available gas.
The gas wells that are located in the National Forest around my property DO have electricity at some of the wells however I always thought it was to provide a "back up", maybe a security system to alert them if the pump jack failed and dusk to dawn lighting (at some of the well locations but not all). The wells also have everything on concrete pads with chain link fence enclosures.
So, in Texas they call pump jacks "horse heads"? In PA they call them "grasshoppers". :)

this is what they are going to do..but we still hear they are running electric out to the well...
now if that ultimately is for an electric pump??

This might be a stupid question, but I'll ask anyway. Would they have to use a generator to operate the motor during this period while waiting for electricity out there? I know that the motor runs on NG, but just curious to know if a generator would also be needed.

Micron Enviro Systems' Texas Update
HOUSTON--(BUSINESS WIRE)--Aug. 14, 2002--The operator has informed Micron Enviro Systems (OTCBB:MSEV) ("MSEV") that the equipment has been successfully installed on the Green Ranch Prospect and they anticipate the possible following sequence barring no unforeseen mechanical issues or delays:
August 14 - Start well in PM and set flow controls at battery site and wellhead. Flow until evening and then shut down over night.
August 15 - Flow well for first 24-hour test and keep flowing on a 24-hour basis.
August 17 - Could have second 24-hour test done.
August 19 - Contact the gas pipeline purchaser to sample gas and give them the gas flow rate.
This information and timeline is a best guess scenario and is no way a definite exact time line. Once reportable oil and or gas flow rates are established, they will be immediately released.

Micron Enviro Systems' Texas Update
HOUSTON--(BUSINESS WIRE)--Aug. 14, 2002--The operator has informed Micron Enviro Systems (OTCBB:MSEV - News; "MSEV") that the equipment has been successfully installed on the Green Ranch Prospect and they anticipate the possible following sequence barring no unforeseen mechanical issues or delays:
August 14 - Start well in PM and set flow controls at battery site and wellhead. Flow until evening and then shut down over night.
August 15 - Flow well for first 24-hour test and keep flowing on a 24-hour basis.
August 17 - Could have second 24-hour test done.
August 19 - Contact the gas pipeline purchaser to sample gas and give them the gas flow rate.
This information and timeline is a best guess scenario and is no way a definite exact time line. Once reportable oil and or gas flow rates are established, they will be immediately released.

for the msev'ers on the recent 10q options.....
on the directors (insiders) they will have to file a form 144 (intent to sell preferred or restricted) and/or a form 4 once they do. there is 30 day lag period to report. the filing remember was up to 6/30/02 so if they are exercising it could be any moment (who knows), so one can watch this site.....

West Texas Intermediate (WTI) September crude oil futures on the New York Mercantile Exchange (NYMEX) rose $1.00 per barrel yesterday (08/12/02) to settle at $27.86 per barrel after several bullish news items relating to Iraq. Brent crude oil futures also rose sharply, up 70 cents per barrel to $26.04 per barrel in London. Latest U.S. Weekly EIA Petroleum Information
With crude oil imports declining in the last two weeks, U.S. commercial crude oil inventories (excluding those in the Strategic Petroleum Reserve) fell by 2.1 million barrels, and are now 5.5 million barrels lower than a year ago. U.S. commercial crude oil inventories are now at 307.2 million barrels, the lowest level since the week ending October 19, 2001. The U.S. average retail price for regular gasoline fell 0.2 cent per gallon last week, ending at 139.3 cents per gallon as of August 12. This price is 0.1 cent per gallon higher than last year, marking the fourth week in a row this summer that 2002 prices were higher than 2001 prices. more...
