Shares O/S are 1.3 billion according to OTC Markets page. Not sure what is still restricted or not though. A lot of them could be still restricted. Transfer agent needs to update there OTC page to know for sure.

Good to see you back on the board Devil Dog 96, seems that you held on to the shares from 2017. Well, I did, and added more to my position when I saw the events continuing in the right direction in the news items online. Looks like Moving On may have sold his 2017 position based on his message. Wonder where Toyota and Pennystock are, as they were quite active on this board for a while.
Bottom line, need to load up on IICN shares before the news comes out to make the best bargain. For now just have to wait patiently for the final news announcement, and if there are further delays just keep buying some more shares each pay day!

I already see what this is loud and clear, another H. Wayne Hayes fraud.
Just you wait and see. The events will unfold. Liglass will get the contract for the Upper Naryn HPPs at Kyrgyzstan, IICN name and ticker will change to a new one, all earnings will be released and financials caught up, and then it will be too late to get into the stock compared to at these present levels. Wayne Hayes is going to hold on to his shares, as he is part of the organization and he will be able to sell large blocks of shares directly to large investors.
It is neither. The "company" is yet another H. Wayne Hayes fraud.
IICN loves the Putin/Czech/Kyrgyzstan Love Triangle
IICN is the old ticker stock symbol of the dormant Chinese company bought over by Liglass Trading in 2017. Only the OTC website reflects this change, while all other financial websites still describe IICN by its old Chinese description. What is lurking in the background is a series of news items from 2017 onwards indicating that Liglass Trading (still called IICN for now, will have to change its ticker when processes are completed). Basically, Liglass (Liglass Trading) is the whale that swallowed a shrimp (IICN). Liglass is a whale because it is bound to get a major multi-HydroPowerPlant (HPP) project in Kyrgyzstan, and is big enough to pay RusHydro $37 million to settle their old expenses on the project.
The love triangle is seen when we note that the Czech President is on great terms with Putin, Putin has a soft spot for Kyrgyzstan, and the Czech company Liglass can bail out Kyrgyzstan from its previous stalemate with RusHydro.
One news item shows that during Putin’s recent visit to Kyrgyzstan he has promised them $1.5 Billion to invest in hydropower plants.
A second news item shows that talks in Tashkent between Kyrgyzstan and Russia focuses on the Kambaratta Dam. Putting one and two together, Putin is going to help RusHydro to build the Kambaratta Dam which is a huge project.
A third news item shows that RusHydro is leaving the Upper Naryn Cascade of four HPPs, which leaves it open for “new investors” to enter. The “new investor” has to involve Liglass as they have assigned contract from 2017 with Kyrgyzstan and it will be too troublesome for the Kyrgzs to try and get out of that contract.
Finally, we see that RusHydro will help the “new investors”. Liglass gets its Upper Naryn contract, Kyrgyzstan gets several dams, and RusHydro gets the Kambaratta Dam. Putin will be happy if the Czechs and the Kyrgzs are happy, as after all they were all political allies during the Soviet heyday.

A minute expansion of Kant and an agreement on hydropower cooperation were some of the outcomes of Putin’s visit to Kyrgyzstan.Another deal worth keeping an eye on is an apparent agreement on hydropower cooperation. TASS reported that a Kyrgyz source in the Economy Ministry press service said, “The Investment Promotion and Protection Agency and Russia’s Ruselprom have signed a memorandum on cooperation worth $1.5 billion.” “The agreement stipulates the participation of the Russian side in equipping the republic’s territory with new small hydropower plants and operating big hydropower plants,” the source reportedly said.

A working group from Kyrgyzstan will visit Tashkent to hold talks on the Kambarata hydro power plant-1, Deputy Chairman of the State Committee for Industry, Energy and Subsoil Use of Kyrgyzstan Aitmamat Kadyrbaev said.
Construction of the plant with a capacity of 1,860 MW was planned in the late 1980s. But since then the project has remained frozen.
The last time agreement on the construction of Kambaraty-1 and the Upper Naryn cascade of hydropower plants was reached in 2012 by the governments of Kyrgyzstan and Russia in 2012, when the Russian RusHydro was set to build both facilities.
According to the project, the station was supposed to start operating in the spring of 2016. The design capacity of the four hydro power units was supposed to be 1,860 MW, the estimated annual volume of electricity generation - 5.1 billion kWh.
However, the agreement was denounced on the initiative of the Kyrgyz side in 2016.

RusHydro does not plan to return to the project of Upper Naryn hydropower plants in Kyrgyzstan, but will help with attracting investors. Head of the company, Nikolay Shulginov, told reporters. Prime media outlet reports.

The Board of Directors approved the termination of RusHydro’s participation in Upper Naryn HPPs CJSC by selling 2.5 million of its ordinary registered shares, or 50 percent of the share capital, in favor of Electric Stations OJSC at a price determined on the basis of an appraiser’s report. The decision was made at a meeting of the Board of Directors.
RusHydro Company demands to take its share in the joint venture to the ownership of Electric Stations OJSC. The Kyrgyz side must pay RusHydro its costs. On October 31, the company filed a claim against Kyrgyzstan with international arbitration, objections to which can be submitted until April 15, 2019.

MyAnswer: Liglass/IICN will be new investor:
Reasoning: China cannot get into the fray now as Liglass Trading/IICN has a signed contract from 2017 and no one but the Czechs can take back the same contract because otherwise the matter will go back to International Court Arbitration and, if so, it will be a stalemate all over again for Kyrgyzstan.
Kyrgyzstan has reached a point where it would need to settle with the Russians and with the Czechs as otherwise they would be in international court for a very long time and they really cannot afford such legal expenses, leave alone allowing their hydropower plant projects to get frozen in bitter cold politics all over again.
The best solution is where thee is a win-win-win situation for all three. RusHydro lets the Upper Naryn dams go to Liglass/IICN, Kyrgyzstan gets RusHydro to build the $2 Billion huge Kambaratta dam, RusHydro gets their $37 Million owed by Kyrgyzstan but provided by Liglass, and Liglass is prepared to pay this $37 Million to get the 50% shares of the Upper Naryn Cascade from RusHydro, and Liglass will get back its 2017 contract to build the Upper Naryn Akbulin and HPP-1 plus the 10 small HPPs. So everyone gets what they want. All the news items point to the fact that the planets are lining up, and if you connect the dots, you will realize that the final contracts are close to being ready and the announcements can be expected pretty soon. Liglass just has to make sure it gets a better deal than in 2017 as they can demand additional conditions now, as Kyrgyzstan has made them lose two precious years in this project. My prediction is that even the Upper Naryn HHP-2 and HPP-3 could be contracted to Liglass, as according to the 2017 contract those two HPPs would follow the first 12. Liglass will get most of its profits by selling this green power to neighboring Afghanistan and Pakistan.
