IMHO your confused . They had 3 billion votes because they structed the B shares to have 100 votes pershare... Thats why commons never had a chance in voting.........
A/S is 990 million and over 841 million is O/S......... thus to continue a new share structure will occur...that will again benefit insiders IMHO
In a few months......TRTC's shareholders motto will be "WTF"
