I would think a phone call to Larry Sitzman would answer the question of whether or not JBI selling oil already produced before an air permit is issued would upset their relationship with NYSDEC...

Another question to ask is whether a storage permit is also required? Does DEC consider the oil a waste product? I know that in NJ, if you store a waste product, a storage peermit is required if held after a certain number of days. I'll have to dig further and find out, since I really don't know...
