By analogy, we have seen a report by a highly respected art critic that says the art produced by JBI is of the highest quality.

You can criticize JB's reasons for not selling the output produced so far, but the fact of the matter is that it is his choice to make.
If he feels that by not selling the output will maintain the positive relationship between JBI and the DEC, then I'm fine with that. Managing the companies relationships with suppliers, regulators, and customers is managements job.

It's not like the output produced will go bad sitting in a tank waiting for the permit to be issued. At the worst, not selling immediately can be considered deferred income.
