This is a rough draft, and it isn't finished but I know I can get some feedback from you folks. Yes it is LONG!! it's a lot to cover. Some answers have been given in different forms .. I figure I'll ask many questions and hope for a few answers .. rather than asking 2 and not getting any ...

I am contacting you today with a few questions regarding BioCentric Energy Holdings. I am unable to attend the shareholders meeting in Vegas but appreciate the opportunity to offer my questions to you. I've been a shareholder since May 09 and have been following the progress and setbacks of BEHL since.
It appears there have been many exciting events for BEHL in the past year. Obviously the construction and testing of Phase I in San Juan Capistrano was an important step for BEHL. Phase I was originally planned to be 5000 sq ft. , I believe BEHL only constructed 1800 sq ft. Phase II at that location was never completed as planned. Has BEHL constructed a full size BioReactor to date? Were you satisfied with the test results that came out of SJC? How confident are you that you'll experience the same results on a large scale?
Could you provide an update on any of the following Projects/Joint Ventures/Happenings that have been mentioned in press releases during the following year? I understand that many of these items may have been forward looking statements that never panned out. But, I believe some of them may have happened or are still being worked on. I'm just trying to get a better understanding of where BEHL will be 1 year from now.. What has been accomplished, what is still working .. what is out of reach at this time.

Port Arthur -- Dennis Fisher met with Mike Law and Helmut Gass of Ecowerks to formulate a foundation for a Joint Venture Agreement to author a PPM for a Separate Business Unit (SBU) primarily for 1401 19th Street, at the Port Arthur, Texas location... Furthermore, Ecowerks has hard assets at their location which BioCentric will utilize to bring online in California after a fair and equitable arrangement has been defined by Mr. Law. Status?
Russell Industries -- Dennis Fisher met with CEO Rick Berman and signed a Memorandum of Understanding to build a three acre facility outside Houston proper to grow a strain of algae for human nutritional supplement overseas. Status?
EcoFuel/Bio Cen -- BioCentric last week executed an association contract with the experienced team of Phycologists, Bioengineers, and Microbiologists with over 38 years of algae experience -- we have been in negotiations with this team since last August –

EcoFuel/Bio Cen -- BioCentric has received information on patentable environmentally altered algae strains from our Czech Republic partners to achieve maximum efficiencies. Efforts planned to commence this week on drafting provisional patents have not yet been started. Status of drafting patents?

As a result of the negotiations the company now has two West Coast entities who have shown a serious interest in moving forward with distributorship agreements for licensing the company's closed loop photobioreactor systems and the purchase of the raw Algae materials needed to commence farming operations."
BioCentric Energy Holdings is in the process of finalizing draft licensing agreements, which will potentially lead to a larger worldwide opportunity for the company to license more distributors and simultaneously increase the sales of photobioreactor systems along with a supplier network for the purchase of the company's strains of raw Algae materials.

Mr. Shen's trip enabled the company to enter negotiations for a Teaming Agreement with Zhenxing Co, Ltd, a Chinese corporation with offices at Lanhe Town, Panyu District, Guangzhou, China. The purpose of the teaming arrangement is where the parties will jointly develop the Algae Biofuel project in China Status?and leverage the resources in China to design and manufacture certain components for Biocentric's global operations.

Earlier this week, the company submitted samples of the animal supplement ALGAE crop to a specialist laboratory for analysis and a nutritional breakdown report which, when completed, will enable the company to package and offer the products for retail distribution. BioCentric Energy Holdings, Inc. and Renewed World Energies (PINKSHEETS: BEHL) today confirmed the companies are in receipt of combined purchase orders for both ALGAE Bio Mass and ALGAE Oil products totaling in excess of Six Million Dollars.
The terms of the current purchase orders in hand are for full completion by December 2010. The first modular combined closed loop systems are expected to be operational by the end of this year. Status? Is this order being currently being filled?

BioCentric CFO Frank Rawson has narrowed the field of SEC Auditors down to three, in the coming weeks BEHL will formally announce the selection of this crucial element in completing our Form 10 to uplist to OTCBB. His target date for completion is February 15th. BioCentric SEC Attorney Kristin Cano has begun the process of completing the Form 10 registration. Ms. Cano's target date for completion is February 20th. Additionally Tom Cleveland has been contracted to author the updated Business Plan for BEHL. The target date for the updated Business Plan completion is February 5th.

I am curious if the departure of Dennis Shen will effect BEHL. Dennis was the president of BioCentric Energy Algae LLC. Will you hire someone else for that position? Does he retain any ownership of patented products? Was the recent increase in Authorized shares done to accommodate a potential conversion of his preferred shares? Can you share the exact date he left?
Another group of questions I have.
In San Juan Capistrano BEHL went to the city and acquired permits for the PBR .. When the company was trying to get into Huntington Beach, the company presented a conceptual plan and tried to work with the city. However, in Santa Ana, according to the public record, it appears there has been no building plans submitted or building permits issued. Can you explain why Biocentric does not need a permit from the city of Santa Ana for the construction of PBR ver. III.
