Nightwish, to add to your confirmation & thoughts...

This is why I always usually post contact info of the person I got info from so that others can compare and contrast to see what is consistent, understood, or misunderstood. I just got off the phone from speaking again to Mr. Joseph Waight who is the Financial Secretary, Ministry of Finance within the Government of Belize. His info is listed below:

Mr. Waight told me immediately that he was sorry if he gave me the impression into thinking that everything was “all” done. He said that everything is almost “completely” done. I told him no problem and that it was probably me in my excitement. He said that what he was referring to by everything being done was that all of the approvals that were required by the Government of Belize had been completed and that Quincey can move forward with his plans for constructing his biodiesel Pilot Project. I still felt like asking more questions on the matter, but I didn't. You'll see why as I think I know what he means.

He said that what he meant by everything being signed and approved was referring to everything being done on Quincey’s part to include sitting down with the Prime Minister of Belize, Dean Barrow about 3 weeks ago to get him to endorse and support everything. He said that they had a very good meeting.

He said that when he was talking to me about the payment, he was referring how Blue Diamond would have purchased all of the buildings and land for $500,000.00 (US dollars). He told me that back in Jan 2008, the agreement was re-done to be 17 buildings and the land increased up to 201 acres. He said that everything is confirmed on Blue Diamond’s end that Quincey has the funding. I asked him how did he get the funding and he stated that he does not know. He just knows that Quincey was ready then, but the delays were from the Government of Belize’s obligation to do the private surveys. He said that upon completion they will give Quincey the titles. He told me that they wouldn’t take Quincey’s money until they are prepared to give him the titles at the same time.

He explained to me that the Government of Belize is not a partner with Blue Diamond. I asked him to elaborate on that topic for me because I wasn’t sure if I was interpreting their relationship correctly.

He told me that what he means is that they are not doing this to be in business with Blue Diamond or to expect any kind of money back from a business perspective. He said the Government of Belize will have no partnership or legal ties with Blue Diamond Ventures. He said that it is a mutually agreed upon trusting relationship. He said that will have to obey their laws for taxes and labor, although they will give them some tax incentives and duty waivers. He said that it would be no different than if I were to come over to speak with them to set-up a business over in Belize. I would have to just go through the long process of getting everything coordinated and approved. Bottom line, whatever Blue Diamond Ventures earn will belong to Blue Diamond Ventures.
