first off, we are not talking about contracts...we are talking about approvals..and we are not talking about U.S., we are talking about vietnam...that's a whole different world..

i have never cared about provincial approval or anything else...it was the central govs approval that was important...i assumed without mards approval, the central gov wouldn't act...but they have..we somehow went around mard and got central gov approval...imo, mard will simply have to fall in line..they have no other choice...and i suspect mard doesn't even care that much..they were doing what they were told or paid to do and now it's over...
