First: there is no sleight-of-hand; it is real DOCG prosecco. I have heard some variations on how this happened, but all the variations I have heard involve Costco's buyers finding some extremely distressed small vineyards. As in "contract got broken and we are facing a 100% loss on their crop" distressed buyers; Costco then put the screws to them and got the crop(s) at fire sale prices.

*** If this is true, it sounds as though the Kirkland private label Prosecco could very well be a short lived 1 time deal.

Haven't tried it myself, but Kirkland DOCG has more positive buzz than Bellissima. One thing is for sure: Kirkland DOCG doesn't involve a 10% cut for someone lending their signature.

*** They wouldn't have any need to strike a deal with anybody because the Kirkland brand is typically automatically trusted by Costco shoppers. I believe it's part of the Costco business model which I also believe does not leave any room (or any need for that matter) to do so.
