I have a cousin that worked a project at Port Harcourt and in the interior. It was before Boko Haram came to be widely known. About 2009.

The government was so corrupt that he hired rebels for his security. He could pay the War Lord directly and be reasonably sure that he would keep his men from killing Cuz. He didn't have that assurance from the Government.
