You are correct the certificate is not dead.
However, unless they've been recalling or hiring pilots starting a month ago, there's no way they'll be cleared to fly on Sept 15th.
They'll need current and qualified pilots, flight attendants, the 119 managers will have to be vetted and trained in Songbird procedures which means knowing the manuals backwards and forwards.
They'll need current Flight Followers, facilities and enough other management positions filled to comply with all Songbird procedures.
They'll need a current, inspected aircraft... or if they get a different one, they'll need some manual revisions and a complete conformity inspection on the different jet.
Just a lot of stuff has to happen to return a dormant airline to flying status and the FAA will be checking on all these things and more.
The $6 million dollar question is "Is the purchase agreement contingent on all these things happening before closing....or will USGlobal have to accomplish these items to get the airline flying again?"
There's a major swing in time and money dependent on these questions. Just my opinion.
