Insider Stock Manipulation???

According to SEC documents filed yesterday:

Bibb purchased a total of 200 shares at .0949 and 100 at .10 on 3/8

Beside the fact that these 100 shares trades total almost what the trade itself costs, looking at yesterday's trades, his must have been the following since there were no others at the size or price made that would qualify:
11:57AM - 100 at 0.0949 painted after previous 0.0849 sell
02:11PM - 100 at 0.0949 painted after previous 0.09 sell
03:30PM - 100 at 0.10 painted after previous 0.09 sell

Painting the tape by anyone, let alone an insider executive, is considered stock manipulation and thus illegal. Someone please tell me - does the trading above seem like manipulation to you?
