I am not arguing theory, I am stating the law.
Have you ever heard of a federal agency called the ATF&E? I think enforcement falls under their jurisdiction. And they are talking about hiring 10,000 border agents so they can just as easily hire 10,000 ATF&E agents.
And besides, if it comes to a court decision and feds win how much enforcement will be necessary? Many shops will close on their own, others will be subject to high profile raids and close also. The reaming few will be taken care of as a course of business.
We're talking recreational use only here, not the entire MJ industry. i.e. medical MJ
And by the way, I am not a fan of big Gov't, on the contrary. Just stating the facts as described by federal statutes.
I also think that the private prison industry might be lobbying hard for enforcement as well. They would gladly welcome thousands of new clients and shareholders would certainly be pleased.
