L2R, I'm going to take a stab at this "burning toxic waste" exchange.

Knowing how the media takes the most extreme position on any thing damaging to The Right, my guess is that all that toxic waste was not burned in open pits. If so, it was grossly irresponsible.

I have some background in incineration toxic materials. There are portable incinerators made for burning toxic waste. They operate at very high temps with little dispersion of particulates. They are in wide use in northern Alaska, where landfilling is nearly impossible due to permafrost.

My son in law was with a unit in Mosul that destroyed abandoned Iraqi munitions. I'll ask him if he was involved in burning munitions. He may have some info.
