I think VN is the way to go.
If we spend a bundle on domestic production and the army deal fails or even passes but doesn't get funding we lose the client that is capable of paying the domestic premium needed.
Overseas we can produce tons of MS for fashion/sports industry at a good profit margin.
That could allow the funding needed to build a domestic facility that might be able to make a profit in the high tech market.

They will need to invent new processes or machines to lower labor costs enough to make it worth producing inside the country
