You are right that time will tell. But that would apply to any location chosen.
So the way I look at things is to assume that VN is the wrong place and see which location is better.

I have done this and there are very few places that could be on that list.
Many places would be suitable but the economy is too good. Like japan.
It would be as hard to do there as it is here.
India would be a great choice but if you assume the company is being honest then India is a red tape nightmare.
Politics makes places like Africa and China out of the question.

VN is one of the only countries in the world that has everything in place to go.
So the question was really India with its known red tape or VN with no laws at all.

I would have picked VN because it is state run. The law makers are the ones that can make the decisions if Kim can do what he wants.

As it is turning out I think the red tape might have been the same.
We would be where we are if Kim had chosen India too.
So I just roll with it and try to remember that my assumptions were wrong on time frame for VN. But I think he should continue.
I think he should have already started the red tape pile in India though. IMO
