Getting Alejandro Espinoza Arroyo onboard is a major achievement. Not only does he have skills and experience that will be very beneficial, but it's one heck of an endorsement.

  • Handled approximately 500 public tenders (offers for open bids) of very diverse government work, in the areas of educational, hospital, sports, penitentiary, cultural infrastructure, public offices, roads, voice and data transmission antennas on high mountains.

Can anyone see from this what Alejandro was doing in those years that the original Escalera Nautica project was just getting into full swing (before the 2008-2009 U.S. housing crisis and global financial crisis halted this humongous project)? Or while the Punta Colonet MegaPort project was just getting started? This was the $5B to $9B project for a shipping port larger than the Port of LA and the Long Beach Port combined - having the backing of the Govt of Mexico, many major corporations and, yes, billionaires, including Carlos Slim.

Alejandro's project management covered all of the Municipality of Ensenada, which is the majority of Baja California. And then he also was the "Plan Manager" for the Municipalities of Tijuana, Tecate and Rosarito Beaches - which is a big part of what's left.

So, not only has he seen nearly EVERY significant project in Baja California over all those years... he was INVOLVED with them. If anyone knows what works and what doesn't and how to make things work - it's gotta be him.

And, anyone who's been interested and involved in any significant way with any of the Escalera Nautica sub-projects (marinas, resorts, etc.) or the Colonet MegaPort project has probably bumped into Alejandro or knows of him. Not only was he involved in the survey/topography/architectural/construction aspects from his post with the State/Ensenada, he's certainly a memorable figure being that he's got to be the world's foremost expert on the history of El Rosario, if not all of Baja California. So the first thing is, he's not going to get involved in a project like Cielo Mar if he wasn't SURE it would work - technically, politically and socially - and second, people WILL take note... investors, developers, and yes, quite possibly even billionaires. This is a huge development, of the size that attracts huge players.
