Trump’s faux-pas diplomacy

The State Department is struggling to contain the fallout as Trump goes off topic in calls with foreign leaders.

President Donald Trump spent much of a recent phone call with French President Francois Hollande veering off into rants about the U.S. getting shaken down by other countries, according to a senior official with knowledge of the call, creating an awkward interaction with a critical U.S. ally.

While the Hollande call Jan. 28 did touch on pressing matters between the two countries — namely the fight against the Islamic State — Trump also used the exchange to vent about his personal fixations, including his belief that the United States is being taken advantage of by China and international bodies like NATO, the official said.

At one point, Trump declared that the French can continue protecting NATO, but that the U.S. “wants our money back,” the official said, adding that Trump seemed to be “obsessing over money.”

“It was a difficult conversation, because he talks like he’s speaking publicly,” the official said. “It’s not the usual way heads of state speak to each other. He speaks with slogans, and the conversation was not completely organized.”

The revelations about the unconventional call are only the latest in a series of leaked accounts of Trump’s calls with foreign leaders that are generating increasing doubts about the new president’s style of diplomacy at a time of global uncertainty. Diplomats and politicians across the spectrum and around the world are worried that Trump’s seemingly unstructured and personality-driven approach to dealing with foreign leaders risks alienating traditional allies and emboldening foes.

Trump and the White House have so far brushed off the concerns, which spiked after reports emerged that he warned Mexican President Enrique Peña Nieto that he might send troops to Mexico to clear out the “bad hombres down there” and that he argued with Australian Prime Minister Malcolm Turnbull over a prior agreement with the Obama administration to resettle refugees from a camp in Australia, saying that Turnbull is giving him “the next Boston bombers.”

The White House has provided sanitized readouts, including of the call with Hollande, presenting it as a focused conversation with Trump expressing his support for NATO. “President Trump reaffirmed the U.S. commitment to NATO and noted the importance of all NATO Allies sharing the burden on defense spending,” the release read. “The leaders also lauded our combined efforts to eliminate ISIS in Iraq and Syria.”

A member of the National Security Council staff also pushed back against the senior official’s assessment of the Hollande call.

“This is mischaracterization due to the nature of the call,” said the staff member, a communications aide. “They did discuss the issue of countries meeting their defense commitments under NATO. They agreed that was important that countries meet their goals.” (France is among the NATO members that do not meet the target of 2 percent of GDP to be contributed to the alliance’s defense.)

The aide also did not elaborate on why Trump brought up the topic of China with the French president.

Trump also defended himself at the National Prayer Breakfast last week, telling the crowd, “When you hear about the tough phone calls I’m having, don’t worry about it. Just don’t worry about it.”

But there are plenty of people worried about it.

“This is not the way you lead our country,” Sen. Mark Warner of Virginia, the top Democrat on the intelligence committee, said of the Mexico and Australia conversations. Warner added in a brief interview that he remains concerned about Trump’s combative calls with foreign leaders.

Veterans at the State Department are also worried about Trump’s brash style in dealing with world leaders and his early forays into foreign policy.

The phone calls to foreign leaders from France, Germany, Mexico, Russia and Japan during Trump’s first week in office came with little guidance from the State Department, angering some at the agency, which is accustomed to briefing presidents extensively on geopolitical currents before the calls happen.

State Department officials say there’s little respect at Foggy Bottom for Trump’s Twitter diplomacy, where longtime foreign policy hands find themselves simultaneously frustrated and relieved by the fact that they are limited in their ability to go out and try to clean up Trump’s diplomatic mess because of all the vacancies at the department.

Still, not all of Trump’s phone calls have gone off the rails.

The trick to a good call with Trump is less about policy agreement than personal chemistry, said two people familiar with some of the world leader talks.

For example, New Zealand Prime Minister Bill English began his Sunday evening call with Trump by thanking the president for taking the time to talk during the Super Bowl and chatting about New Zealand golfer Bob Charles, said someone briefed on the call. The person said that set the tone for an amicable conversation, even though English went on to express disagreement with Trump’s executive order restricting travel from seven predominantly Muslim countries.

And, when the politics and the personalities mesh, the calls can become mutual admiration societies, as was the case with Trump’s call during the transition with Milos Zeman, president of the Czech Republic.

Zeman is a hard-liner on both immigration and Iran, and he and Trump found common ground on those issues, but also hit it off personally in a big way, said a Czech political operative briefed on the call.

Trump told Zeman “you’re my type of guy” and invited him to the White House repeatedly during the course of the conversation (a visit was subsequently, but tentatively, scheduled for April). “We expected it to go well, but it was surprising how well it went. The chemistry was very good,” said the Czech operative.

There is intense speculation in diplomatic circles about how Trump’s off-the-cuff style may have played out during a call last month with Russian President Vladimir Putin, whose country is considered America’s top geopolitical foe, but for whom Trump has had kind words. The White House released only a brief, anodyne readout of that phone call, and so far, few additional details have been disseminated.

As for the calls that did result in leaks or unpleasantries, State Department officials have been struggling to manage the fallout, according to an agency official.

Normally, this person said, any change in foreign policy — or discussions on the calls — would be heavily vetted with experts and senior department officials. “These are usually the most orchestrated of affairs,” this person said. “They aren’t orchestrated like that anymore.”

This person said “what really bothers you about this administration is they don’t care about the experts and what we’ve done here for decades. I don’t think they trust us for anything.”

For the most part, American officials in embassies around the world have had to refer to the White House when asked about policy direction or the president’s verbal lashes. Because Secretary of State Rex Tillerson was confirmed just days ago — and a slew of top posts at the department remain unfilled — most U.S. diplomats simply don’t have much guidance about what to say to their counterparts. The State Department’s public affairs division has yet to hold its traditional daily press briefing under the new administration.

One U.S. diplomat mentioned avoiding doing a Q & A session at the end of a recent public appearance overseas to escape the likely volley of questions about the new president. When speaking to counterparts, the diplomat has been counseling patience, assuring them that things will likely improve once Tillerson appoints his subordinates and conversations on issues ranging from trade to security can resume in full.

The challenge, the diplomat said, is that foreign leaders’ patience will run out, especially in places facing important elections of their own in the next year or two. Those countries include Mexico, France and Germany, where the relationship with the U.S. is already a campaign issue.

The Trump disruption “becomes a bigger story than it otherwise might be because it’s political season,” the diplomat said. “It’s the kind of thing you can manage for a week or so, but the story isn’t really going away.”

Since taking over, Tillerson, the former CEO of ExxonMobil, has spurred hope within the foreign service that he will be a stabilizing force. His first day was spent meeting or speaking on the phone with representatives of several of America’s closest allies: the foreign ministers of Germany, Mexico and Canada, as well as Israeli Prime Minister Benjamin Netanyahu.

In the days since, Tillerson also has spoken to counterparts in Australia, South Korea and Japan, as well as NATO Secretary General Jens Stoltenberg.

The State Department has offered thin readouts that nonetheless were reassuring to U.S. diplomats: “In all of his conversations, Secretary Tillerson stressed America’s steadfast commitment to its key allies and partners as it works to protect the interests and safety of the American people.”

He has his work cut out for him, though. According to the State official, the department is “on edge more than I’ve ever seen it, and I’ve worked here for more than two decades.” Officials have even begun communicating covertly with each other, afraid the administration will listen in on them.

This person said that more people wanted to sign the dissent memo blasting Trump’s recent executive order on refugees and immigrants, which ultimately attracted the signatures of nearly 1,000 State Department employees. But the official said there “was confusion on how to sign it, and whether it was going to cost you your job.”

“We’re hoping Tillerson helps figure it out,” the State Department official said. “We don’t know much about how he will do, but I think everyone is glad he’s here.”

Trump’s top adviser thinks we’re in “the great Fourth Turning in American history.”

WASHINGTON - In 2009, the historian David Kaiser, then a professor at the Naval War College in Newport, Rhode Island, got a call from a guy named Steve Bannon [ http://www.huffingtonpost.com/topic/steve-bannon ].

Bannon wanted to interview Kaiser for a documentary he was making based on the work of the generational theorists William Strauss and Neil Howe. Kaiser, an expert on Strauss and Howe, didn’t know Bannon from Adam, but he agreed to participate. He went to the Washington headquarters of the conservative activist group Citizens United, where Bannon was then based, for a chat.

Kaiser was impressed by how much Bannon knew about Strauss and Howe, who argued that American history operates in four-stage cycles that move from major crisis to awakening to major crisis. These crises are called “Fourth Turnings” - and Bannon believed the U.S. had entered one on Sept. 18, 2008, when Hank Paulson and Ben Bernanke went to Capitol Hill to ask for a bailout of the international banking system.

“He knew the theory,” Kaiser said. “He obviously enjoyed interviewing me.”

Bannon pressed Kaiser on one point during the interview. “He was talking about the wars of the Fourth Turnings,” Kaiser recalled. “You have the American Revolution, you have the Civil War, you have World War II; they’re getting bigger and bigger. Clearly, he was anticipating that in this Fourth Turning there would be one at least as big. And he really made an effort, I remember, to get me to say that on the air.”

Kaiser didn’t believe global war was preordained, so he demurred. The line of questioning didn’t make it into the documentary - a polemical piece, released in 2010, called “Generation Zero [ http://www.youtube.com/watch?v=k3SLtP10NQ8 (next below; with comments)].”


Bannon, who’s now ensconced in the West Wing as President Donald Trump’s closest adviser, has been portrayed [ http://abcnews.go.com/ThisWeek/video/jennifer-jacobs-steve-bannon-donald-trumps-chief-idea-43671283 ] as Trump’s main ideas guy [ http://www.vanityfair.com/news/2016/08/breitbart-stephen-bannon-donald-trump-master-plan ]. But in interviews, speeches and writing - and especially in his embrace of Strauss and Howe — he has made clear that he is, first and foremost, an apocalypticist.

In Bannon’s view, we are in the midst of an existential war, and everything is a part of that conflict. Treaties must be torn up, enemies named, culture changed. Global conflagration, should it occur, would only prove the theory correct. For Bannon, the Fourth Turning has arrived. The Grey Champion, a messianic strongman figure, may have already emerged. The apocalypse is now.

“What we are witnessing,” Bannon told The Washington Post [ https://www.washingtonpost.com/politics/trumps-hard-line-actions-have-an-intellectual-godfather-jeff-sessions/2017/01/30/ac393f66-e4d4-11e6-ba11-63c4b4fb5a63_story.html ] last month, “is the birth of a new political order.”

Strauss died in 2007, and Howe did not respond to requests for comment. But their books speak for themselves. The first, Generations, released in 1991, set forth the idea that history unfolds in repetitive, predictable four-part cycles - and that the U.S. was, and still is, going through the most recent cycle’s tail end. (In Generations, Strauss and Howe became perhaps the first writers to use the term “millennials” to describe the current cohort of young people.)

Strauss and Howe’s theory is based on a series of generational archetypes - the Artists, the Prophets, the Nomads and the Heroes - that sound like they were pulled from a dystopian young adult fiction series. Each complete four-part cycle, or saeculum, takes about 80 to 100 years, in Strauss and Howe’s reckoning. The Fourth Turning, which the authors published in 1997, focuses on the final, apocalyptic part of the cycle.

Strauss and Howe postulate that during this Fourth Turning crisis, an unexpected leader will emerge from an older generation to lead the nation, and what they call the “Hero” generation (in this case, millennials), to a new order. This person is known as the Grey Champion. An election or another event - perhaps a war - will bring this person to power, and their regime will rule throughout the crisis.

“The winners will now have the power to pursue the more potent, less incrementalist agenda about which they had long dreamed and against which their adversaries had darkly warned,” Strauss and Howe wrote in The Fourth Turning. “This new regime will enthrone itself for the duration of the Crisis. Regardless of its ideology, that new leadership will assert public authority and demand private sacrifice. Where leaders had once been inclined to alleviate societal pressures, they will now aggravate them to command the nation’s attention.”

Cyclical models of history are something academics kick around every now and then, said Sean Wilentz, an American history professor at Princeton University. But the idea has not caught on among historians or political actors.

“It’s just a conceit. It’s a fiction, it’s all made up,” Wilentz said about cyclical historical models. “There’s nothing to them. They’re just inventions.”

Michael Lind, a historian and co-founder of the New America Foundation, a liberal think tank, has called Strauss and Howe’s work “pseudoscience [ http://www.nytimes.com/books/97/01/26/reviews/970126.26lindlt.html ]” and said their “predictions about the American future turn out to be as vague as those of fortune cookies.”

But Bannon bought it.

“This is the fourth great crisis in American history,” Bannon told an audience at the Liberty Restoration Foundation, a conservative nonprofit, in 2011. “We had the Revolution. We had the Civil War. We had the Great Depression and World War II. This is the great Fourth Turning in American history, and we’re going to be one thing on the other side.”

Major crises “happen in about 80- or 100-year cycles,” Bannon told a conference put on by the Republican women’s group Project GoPink that same year. “And somewhere over the next 10 or 20 years, we’re going to come through this crisis, and we’re either going to be the country that was bequeathed to us or it’s going to be something that’s completely or totally different.”

The “Judeo-Christian West is collapsing,” he went on. “It’s imploding. And it’s imploding on our watch. And the blowback of that is going to be tremendous.”

War is coming, Bannon has warned. In fact, it’s already here.

“You have an expansionist Islam and you have an expansionist China,” he said during a 2016 radio appearance. “They are motivated. They’re arrogant. They’re on the march. And they think the Judeo-Christian West is on the retreat.”

“Against radical Islam, we’re in a 100-year war,” he told Political Vindication Radio in 2011.

“We’re going to war in the South China Seas in the next five to 10 years, aren’t we?” Bannon asked during a 2016 interview with Reagan biographer Lee Edwards.

“We are in an outright war against jihadist Islamic fascism,” he said in a speech to a Vatican conference in 2014. “And this war is, I think, metastasizing far quicker than governments can handle it.”

In a 2015 radio appearance, Bannon described how he ran Breitbart, the far-right news site he chaired at the time. “It’s war,” he said. “It’s war. Every day, we put up: America’s at war, America’s at war. We’re at war.”

To confront this threat, Bannon argued, the Judeo-Christian West must fight back, lest it lose as it did when Constantinople fell to the Ottomans in 1453. He called Islam a “religion of submission” in 2016 - a refutation of President George W. Bush’s post-9/11 description of Islam as a religion of peace. In 2007, Bannon wrote a draft movie treatment [ https://www.washingtonpost.com/politics/bannon-film-outline-warned-us-could-turn-into-islamic-states-of-america/2017/02/03/f73832f4-e8be-11e6-b82f-687d6e6a3e7c_story.html ] for a documentary depicting a “fifth column” of Muslim community groups, the media, Jewish organizations and government agencies working to overthrow the government and impose Islamic law.

“There’s clearly a fifth column here in the United States,” Bannon warned in July 2016. “There’s rot at the center of the Judeo-Christian West,” he said in November 2015. “Secularism has sapped the strength of the Judeo-Christian West to defend its ideals,” he argued at the Vatican conference. The “aristocratic Washington class” and the media, he has claimed, are in league with the entire religion of Islam and an expansionist China to undermine Judeo-Christian America.

This sort of existential conflict is central to Strauss and Howe’s predictions. There are four ways a Fourth Turning can end, they argued, and three of them involve some kind of massive collapse. America might “be reborn,” and we’d wait another 80 to 100 years for a new cycle to culminate in a crisis again. The modern world - the era of Western history that Strauss and Howe believe began in the 15th century - might come to an end. We might “spare modernity but mark the end of our nation.” Or we might face “the end of man,” in a global war leading to “omnicidal Armageddon.”

Now, a believer in these vague and unfounded predictions sits in the White House, at the right hand of the president.

“We’re gonna have to have some dark days before we get to the blue sky of morning again in America,” Bannon warned in 2010. “We are going to have to take some massive pain. Anybody who thinks we don’t have to take pain is, I believe, fooling you.”

“This movement,” he said in November, “is in the top of the first inning.”

Steve Bannon Wanted Mel Gibson for His Movie About Nazis, Abortion, ‘Mutants’



In 11 pages, the cautionary tale about arrogant scientists tampering with divine design covers Eden, Hitler, mutants, immortality, and the ‘most radical ideology in history.’

More than a decade before Stephen K. Bannon [ http://www.thedailybeast.com/content/dailybeast/articles/2017/01/31/steve-bannon-s-long-love-affair-with-war.html ] became one of President Donald Trump [ http://www.thedailybeast.com/content/dailybeast/features/2016/donald-trump.html ]’s closest White House aides, he tried to make an epic documentary-style film about the eugenics movement, Adolf Hitler, “blood purity,” abortion, contraception, Darwinism, mutants, and cloning. According to his longtime Hollywood writing partner, Bannon even met with controversial Oscar winner Mel Gibson [ http://www.thedailybeast.com/content/dailybeast/articles/2016/09/07/glenn-beck-mel-gibson-told-me-jewish-people-stole-his-christ-movie.html ] in his effort to get the picture made.

The 11-page outline for Bannon’s unmade movie, a copy of which was reviewed by The Daily Beast, was written in the spring of 2005 and bears the ominous title The Singularity: Resistance Is Futile. (The project’s alternate working title: The Harvest of the Damned.)

The document, which credits Bannon as a writer, producer, and director, divides the movie into 22 segments spread across four sections. A heady, incomplete mix of science, history, religion, and politics, it sketches out a story in which mankind’s unquenchable thirst for knowledge and scientific advancement has led to horrific, fascist atrocities and forced sterilization, drawing a direct line between those atrocities and modern bio-technology.

The draft is unfinished, so it is unclear precisely what Bannon's full message and story arc were intended to be. But the theme that genetic and reproductive sciences has led to Nazi horrors and war crimes is a theme seen in a lot of conservative agitprop.

Essentially, Bannon’s is a Christian right-friendly story of arrogant scientists trying to perfect the human race at the expense of the natural order and God’s vision of humanity.

“The acceleration of technological progress is the central feature of the 20th /21st century,” the chapter titled “The Religion of Technology” begins. “We are on the edge of change brought about by Man’s ability to create… Man, the toolmaker, is on the verge of creating greater-than-human intelligence.”

“The Tree of Knowledge—the garden of the new Eden, fruit of the forbidden tree: clones, mutants, and designer humans,” the segment continued.

Subsequent segments riff on the Enlightenment, Christianity, English literature, physics, nanotechnology, genetic engineering, and “incomprehensible social change,” to name a few of the big subjects that piqued Bannon’s cinematic interest.

“[The] most radical ideology in history—Man as the driver of evolution, the creator of the new Adam,” Bannon’s draft reads.

Later, Segment 8 covers in four minutes “subjugation of race and class throughout time,” including Native Americans, “Jews and gypsies,” “Suni’s and Shiites” (sic), and also the genocides in Rwanda and Bosnia.

The next four minutes cover Darwin, Nietzsche, Wagner, “the survival of the fittest,” “the Ubermensch,” and “the Aryan Elite.”

And things keep getting darker. Segment 12 opens Section III, “The Commercial Eugenics Civilization,” with two minutes covering Nazi theories and practices of racial purity, and “the perfectibility of life through a human-controlled elite race that will bring about a better world.”



From there, it’s a deep dive into “Anglo-Saxons” and “the Aryans,” which includes a bullet point on “the American Eugenics Movement: Sanger, Rockefellers, Harrimans, abortion, contraception.”

That in turn segues into sections on German nationalism and Hitler’s “fan letter” to eugenicist Madison Grant, and how Nazi doctors, gas chambers, and death camps were influenced by American eugenics [ http://www.thedailybeast.com/content/dailybeast/articles/2015/08/18/anti-immigration-extremists-heart-trump.html ], including sterilization law in California.

Bannon’s draft soon leaves behind the Nazi bloodbath and Holocaust to examine “Yuppie Science” and “Bio-technology as big business: Irving Weismann, Hans Kiersted, Ray Kurzweil, Karen Bernstein, Biomark, Amgen, and the darlings of Wall Street.”

The “new age super-powers” are identified as China, Singapore, Korea, and Japan, and Walt Disney and Ted Williams are categorized as part of the “frozen elite.”

In its penultimate segment, the film examines “post-humanity,” “the Fountain of Youth,” and “The New Immortals”—who are “living happily… ever-after,” apparently thanks in part to “spare body parts for sale.” That’s followed by a “CODA” described only as “THE SINGULARITY,” and a final four-minute segment, described only as NOVUS ORDO SECULORUM—a slight variant of the Latin motto that translates to “New Order of the Ages” and appears just below the pyramid with an eye on the back of our one-dollar bills.

Bannon did not respond to requests for an interview on this story.

Julia Jones—Bannon’s longtime Hollywood writing partner and former close friend who had a falling out with Bannon over his prominent role in Trump’s campaign, which “disgusted” her [ http://www.thedailybeast.com/content/dailybeast/articles/2016/10/11/breitbart-boss-stephen-bannon-bragged-in-2015-i-m-trump-s-campaign-manager.html ]—is credited as Bannon’s co-writer on The Singularity. When reached by The Daily Beast this week, Jones confirmed that this was an unfinished project the two had worked on together back in the Bush years but said she did not remember contents of the outline.

“This was the first thing Steve wanted to do after [our Ronald Reagan movie [ http://www.thedailybeast.com/content/dailybeast/articles/2016/08/19/i-watched-all-of-steve-bannon-s-bad-movies.html ]] In the Face of Evil—but nothing ever came of it,” she recalled. “I was very involved in researching it.”

Jones said she did extensive research for this would-be movie, which included drawing inspirations from books like Edwin Black’s War Against the Weak.

Jones also said Bannon talked about how he was securing financing for the film from at least one Hollywood big name. Jones recalled at least two occasions over the four months that they worked on the film when Bannon “said we were getting the money from Mel Gibson,” the famous Lethal Weapon star and director of Braveheart and The Passion of the Christ.

“At one point, Steve came [into the office] and said he met with Mel—‘We’re gonna do a cloning documentary with Mel Gibson,’ he told me,” Jones said.

Another source close to Bannon during his days as a conservative filmmaker in Hollywood who asked not to be named due to fear of retribution also told The Daily Beast about hearing Bannon boast about meeting with Gibson for The Singularity.

“Yup, he certainly enjoyed name-dropping Gibson,” the former Bannon associate said.

There was a time when Bannon was tight with people in close-knit circles of conservative Hollywood [ http://www.thedailybeast.com/content/dailybeast/articles/2016/04/21/conservative-hollywood-s-plan-to-stop-trump.html ], and that included some people who had worked with Gibson. Jim Caviezel, for instance, was a huge fan of Bannon’s pro-Reagan propaganda doc, and Caviezel would even host exclusive parties with Bannon to promote the film [ http://www.thedailybeast.com/content/dailybeast/articles/2016/12/08/steve-bannon-s-biggest-fan-was-jesus-himself-jim-caviezel.html ] at a mansion in Santa Barbara. Bannon and Gibson also overlapped politically, as they were both part of the more outspoken [ http://usatoday30.usatoday.com/tech/news/techpolicy/2004-10-31-gibson-stemcell_x.htm ] Christian Hollywood right.

“Steve was such a good Catholic—he didn’t approve of abortion,” Jones said. “I’m pro-choice but anti-abortion—we had the anti-abortion part in common.”

When reached for comment about Bannon’s reported claims that he had met with Gibson for the project, Gibson’s publicist Alan Nierob quickly and tersely denied it, replying, “‘Fake news’ is my comment.”

Some of his projects became films, others did not.

Today, he sits at the height of executive power.

“The film producer Stephen K. Bannon isn’t just on a crusade. He’s on a roll,” The New York Times wrote [ http://www.nytimes.com/2005/06/26/movies/on-the-right-side-of-the-theater-aisle.html ] of Bannon in June 2005, in a piece on conservatives working in the movie industry.

The paper might as well have been writing about him now.

National security adviser Michael Flynn privately discussed U.S. sanctions against Russia with that country’s ambassador to the United States during the month before President Trump took office, contrary to public assertions by Trump officials, current and former U.S. officials said.
Flynn’s communications with Russian Ambassador Sergey Kislyak were interpreted by some senior U.S. officials as an inappropriate and potentially illegal signal to the Kremlin that it could expect a reprieve from sanctions that were being imposed by the Obama administration in late December [ https://www.washingtonpost.com/world/national-security/obama-administration-announces-measures-to-punish-russia-for-2016-election-interference/2016/12/29/311db9d6-cdde-11e6-a87f-b917067331bb_story.html ] to punish Russia for its alleged interference in the 2016 election.

U.S. intelligence agencies were then concluding that Russia had waged a cyber campaign designed in part to help elect Trump; his senior adviser on national security matters was discussing the potential consequences for Moscow, officials said.
The talks were part of a series of contacts between Flynn and Kislyak that began before the Nov. 8 election and continued during the transition, officials said. In a recent interview, Kislyak confirmed that he had communicated with Flynn by text message, by phone and in person, but declined to say whether they had discussed sanctions.
The emerging details contradict public statements by incoming senior administration officials including Mike Pence, then the vice president-elect. They acknowledged only a handful of text messages and calls exchanged between Flynn and Kislyak late last year and denied that either ever raised the subject of sanctions.

Neither of those assertions is consistent with the fuller account of Flynn’s contacts with Kislyak provided by officials who had access to reports from U.S. intelligence and law enforcement agencies that routinely monitor the communications of Russian diplomats. Nine current and former officials, who were in senior positions at multiple agencies at the time of the calls, spoke on the condition of anonymity to discuss intelligence matters.
All of those officials said ­Flynn’s references to the election-related sanctions were explicit. Two of those officials went further, saying that Flynn urged Russia not to overreact to the penalties being imposed by President Barack Obama, making clear that the two sides would be in position to review the matter after Trump was sworn in as president.
“Kislyak was left with the impression that the sanctions would be revisited at a later time,” said a former official.
A third official put it more bluntly, saying that either Flynn had misled Pence or that Pence misspoke. A spokesman for Pence did not respond to a request for comment. The sanctions in question have so far remained in place.

The scene outside women’s health clinics has become dramatically more threatening to patients and providers since 2015, when anti-abortion activists [James O'Keefe/'Project Veritas'] produced a series of heavily edited videos that purported to show Planned Parenthood workers negotiating the sale of fetal body parts. The videos have been thoroughly debunked [ http://www.cnn.com/2015/10/19/politics/planned-parenthood-videos/ ], and Planned Parenthood has been cleared of wrongdoing in multiple investigations [ http://www.npr.org/2016/01/28/464594826/in-wake-of-videos-planned-parenthood-investigations-find-no-fetal-tissue-sales ]. But the percentage of clinics reporting violence and threats by anti-abortion activists nearly doubled after the videos were released, from 19.7 percent of clinics in the first half of 2014 to 34.2 percent in the first half of 2016. 
The most common types of violence and intimidation that clinics have reported include stalking, bomb threats, death threats and people blocking access to clinics. In 2015, at one Colorado Planned Parenthood facility, a man broke in and shot 12 people, killing three. He cited the alleged sale of “baby parts [ http://www.cnn.com/2015/11/29/us/colorado-planned-parenthood-shooting/ ]” as his motivation. Nearly half of clinics (49.5 percent) reported at least one incident of severe violence or harassment in 2016, such as a break-in, robbery or instance of arson or vandalism. A quarter of all facilities said they experience harassment by anti-abortion protesters on a daily basis. 
“This is just not tolerable behavior in a democracy,” said Ellie Smeal, president of the Feminist Majority Foundation, a nonprofit. “This would never happen to men walking into a medical clinic.”

A dozen Democratic US senators on Thursday denounced a Trump administration plan to revamp a government anti-extremism programme, saying narrowing its focus solely to Islamic threats could jeopardise security and may be illegal.

Restructuring the Countering Violent Extremism (CVE) programme  to omit white supremacists and other non-Islamist groups "would severely damage our credibility with foreign allies and partners as an honest broker in the fight against violent extremism, and prove divisive in communities across our country," senators Cory Booker, Brian Schatz and 10 others wrote in a letter addressed to cabinet secretaries.

The current administration is planning to make Muslims the exclusive target of CVE, Reuters reported last week, citing five people briefed on the situation. It will be renamed "Countering Islamic Extremism" or "Countering Radical Islamic Extremism," according to the news agency.

The potential name change reflects a broader goal of Trump's - to exclude groups in the programme's purview such as white supremacists, whose followers have also carried out bombings and shootings in the United States.

Arab and Muslim organisations have had mixed perceptions of CVE since its inception in 2011, with many calling it discriminatory. But revamping the initiative to make it conspicuously target Islam is already earning condemnation from the Muslim community.

Despite scepticism from Muslim activists who opposed CVE, the programme claimed to push back against all sorts of extremism. For example, Life After Hate, an organisation that rehabilitates white supremacists, was awarded a $400,000 CVE grant - announced in December before Trump’s inauguration.

CVE aimed to address the causes of why some people are drawn to violence or extremism by providing grants and other resources to community groups to develop prevention efforts, including using social media.

Department of Homeland Security (DHS) officials who work on CVE met on Tuesday to continue discussions about the proposed changes, according to two sources who have worked closely with DHS on the programme.

Refocusing CVE efforts largely on Islam would "alienate Muslim organisations and individuals in the United States," the senators wrote to Secretary of State Rex Tillerson, Secretary of Defence James Mattis, Homeland Security Secretary John Kelly and Wade Warren, acting administrator for the US Agency for International Development.

At least three non-profit organisations have turned down CVE grants from DHS since Trump took office.

Leaders Advancing and Helping Communities (LAHC), a human services group in the Detroit suburb of Dearborn, and Ka Joog, a Somali community organisation in Minneapolis, each rejected a $500,000 CVE grant after being approved for it.

“I know it’s a lot of money, but it all comes down to principle. They are promoting a cancerous ideology that is promoting divisions and we don’t want to be a part of that,” Ka Joog’s executive director, Mohamed Farah, told CBS Minnesota [ http://minnesota.cbslocal.com/2017/02/02/ka-joog-turns-down-500k-grant/ ].

Unity Productions Foundation, a non-profit based in Potomac Falls, Virginia, said it will find other ways to fund its project to produce videos that amplify the voices of Muslim scholars who reject militancy, after turning down a $396,000 CVE grant.

The senators warned in their letter that changes to CVE may increase the likelihood of militant attacks and "violate constitutional protections and the rights of American citizens".

White House press secretary Sean Spicer declined to comment on the reported changes last week, but said during a briefing that the programme was initially intended to focus on "rooting out radical Islamic terrorism".

BEIJING — By backing down in a telephone call with China’s president [ https://www.nytimes.com/2017/02/09/world/asia/donald-trump-china-xi-jinping-letter.html ] on his promise to review the status of Taiwan, President Trump may have averted a confrontation with America’s most powerful rival.
But in doing so, he handed China [ http://topics.nytimes.com/top/news/international/countriesandterritories/china/index.html ] a victory and sullied his reputation with its leader, Xi Jinping [ http://topics.nytimes.com/top/reference/timestopics/people/x/xi_jinping/index.html ], as a tough negotiator who ought to be feared, analysts said.
“Trump lost his first fight with Xi and he will be looked at as a paper tiger,” said Shi Yinhong, a professor of international relations at Renmin University of China in Beijing and an adviser to China’s State Council. “This will be interpreted in China as a great success, achieved by Xi’s approach of dealing with him.”
Mr. Trump’s reversal on Taiwan is likely to reinforce the views of those in China who see him as merely the latest American president to come into office talking tough on China only to bend eventually to economic reality and adopt more cooperative policies. That could mean more difficult negotiations with Beijing on trade, North Korea and other issues.
At the same time, the Chinese leadership will view statements by Mr. Trump with even greater skepticism. “Even though Trump has said he will support the ‘One China’ policy, China cannot fully trust him,” said Yan Xuetong, dean of the school of international relations at Tsinghua University in Beijing. “Even his own people don’t trust him.”
China’s official reaction to the telephone call, in which Mr. Trump affirmed that America would abide by the longstanding policy, was polite, even upbeat.
“The conversation was very cordial,” Lu Kang, the spokesman for the Chinese Foreign Ministry, said at a regular news briefing on Friday. “The One China principle is the political foundation of China-U.S. relations.”
Under that policy, the United States recognized a single Chinese government in Beijing, and severed diplomatic ties with Taiwan.
American strategic leadership was damaged by Mr. Trump staking out a position and then stepping back, said Hugh White, a professor of strategic studies at the Australian National University and the author of “The China Choice,” a book that argues that the United States should share power in the Pacific region with China.
“The Chinese will see him as weak,” Mr. White said of Mr. Trump. “He has reinforced the impression in Beijing that Trump is not serious about managing the U.S.-China relationship, and preserving U.S. leadership in Asia.”
Mr. Shi said the Chinese leadership had devised a strategy to remain firm and patient with Mr. Trump, and that approach had paid off.

Although figures from 2010 maintained the “Ninth Circuit [had] the second highest reversal rate at 80 [percent],” the “highest” was the Federal Circuit court’s median of 83 percent. However, left out of both the rumors and the blog post was the fact that the average rate of accepted cases ruled upon differently by the Supreme Court than a lower circuit court was over 68 percent across all courts. U.S. President Donald Trump has nixed Elliott Abrams for the No. 2 position at the State Department after learning that the Republican foreign policy veteran had criticized him during the 2016 election campaign, people familiar with the matter said on Friday.

Trump decided not to nominate Abrams, who had been the leading candidate for deputy secretary of state, after meeting him at the White House on Tuesday along with Secretary of State Rex Tillerson, two sources told Reuters.

Abrams, 69, who served in foreign policy roles for presidents Ronald Reagan and George W. Bush, was Tillerson’s pick for the job, and the administration’s newly installed top diplomat tried and failed to convince the president to reconsider and offer him the job, one of the sources said.

Trump’s resistance to hiring his former Republican critics has slowed his ability to fill positions in his administration, especially in the foreign policy and national security areas.

The leaves former diplomat Paula Dobriansky as a potential choice for the position. She has been on Trump’s short list, an official said.

While Abrams did not sign either of two highly publicized letters from members of the Republican foreign policy establishment during the campaign pledging not to back Trump, he did criticize him both in his writings and media interviews during the presidential primaries.

Abrams, 69, a neoconservative who has long advocated an activist U.S. role in the world, last served in government in the Bush White House, first as a Middle East expert on the National Security Council and later as a global democracy strategy adviser.

He was assistant secretary of state during the Reagan administration and was convicted in 1991 on two misdemeanor counts of withholding information from Congress during the Iran-Contra scandal. He was later pardoned by President George H.W. Bush.

Macron may get an opportunity to make good on his promise. A recent poll placed him second among the crowded field of presidential candidates, according to Reuters. If he does make it to the second round of voting, a two-way runoff scheduled for May 7, he would beat far-right candidate Marine Le Pen with 66 percent of the vote, the poll found.
Macron is the most progressive of the front-runners in the presidential race. A cabinet member for former Socialist prime minister Manuel Valls, he left the government last year to start his own party, En Marche! The party's platform is strongly pro-European and includes a commitment to developing renewable energy.
