It could well be! I think the word 'implement', with regard to this project, is often confused with 'impediment', as in 'looking for any impediment which might slow things down even further'. Can someone update me as to where we are with permitting? Unless I misread things, only four permits have so far been applied for in the five months since the process was given the green light to commence. I seem to recall that over 20 permits are needed, so am persuaded to ask why more have not been submitted, bearing in mind the lapsed time and the fact that work on the seemingly never-ending EIS was outsourced. Hopefully, I am wrong. With regard to the Land Swap, the key words are 'expected by'!
