Why submit the permits if you do not own the land? If the government does not want the mine, who would do the dirty work? It would be easy for the state to let the Feds say no land deal, then the state would not have to act. The Senators and Congressional people would want the anti-mining DFL state to do the dirty work. I have a feeling that the Feds are going to dump this off on the state before Nolan's election.
