You may be right or not. What nation or entity is providing funding for construction of hospitals? Hites funding is not for construction but project management. Would they not have announced if India was funding this portion as well? Possibly another nation/entity is providing the additional necessary funds to construct and they would not be beholden to Hites connections. And then there are the other 3 cities they wanted hospitals built in.

I think this is far from older and I sense an overall holding pattern in place...
