That's not the point. The point is that HITES has a strong construction 'partner'. And as they are the new acting ministry of health of India, they are NOT going to outsource the construction to a non Indian entity.
FYI, project management includes the overseeing and choosing of acting relationships in a project. So, again, overwhelmingly unlikely HITES chooses an outside manufacturer.
