Incompetence is incorrect. Kim is very competent. I just think he is afraid of making a mistake. He strikes me as a perfectionist who is keeping things real close to the vest. I give him credit for getting an agreement done with Vietnam, but it seems that he has tried to do way too much on his own. He could multiply his efforts by adding some help. I have no idea what is going on but it is definitely not incompetence.
