Or maybe the "updating" at OTCM is done by people who don't look past the obvious. Unless they go to the most recent filing, they won't really know whether it's deficient or not. For that matter, neither will the SEC.

But clearly DECN withdrew its Form 15, so it should be considered a delinquent filer.
