That could be the extent of it. But what infrastructure for military hardware do they have? It is one thing to say it is probably..... but the agreement is to co-produce something. The agreements since 2000 all state that Vietnam is a developing nation with a low level of development. To co-produce anything....it doesn't make sense they would co produce anything that isn't already built into their infrastructure and/or well developed. You could certainly make a better guess than the above.

While you seem to agree that Vn is under-developed in this statement, if the climate is favorable, then the agreements are already in place. This has been covered in previous arguments and some shareholders have letters from Senators stating it is already a possibility. So I think you are very wrong.
