It makes sense to me that they would contact both. WM for the cloth and because it is the government and they want to know everything they would contact KBLB for the same thing. They want to know every detail of everyone involved.
This could also have something to do with administrative issues. If the government wanted background checks on someone in VN who will be involved in any sort of government contract.

What doesnt make sense is letting Ben field the call when he is quoted regularly in stating that he doesnt know anything and can only spectulate.
