You were wrong about the license being missing from that filing, but you remain correct that the articles of incorporation and bylaws - Exhibits 3.1 and 3.2 are missing from the original Form 10-SB from 11/14/06:

even though the 10-Ks keep saying they are there with the same *

3.1* Articles of Incorporation, as amended, of the Registrant
3.2* By-laws of the Registrant

Maybe that's what you were remembering.
