Contrary to the lipstick propaganda in the RFP, the OFFICIAL
minutes of the Solid Waste and Recycling Committee of Madison
County, dated January 28, 2014 (a public record of government),
has this to say:

In 2013, Madison County signed a supply agreement with JBI Inc. of Niagara Falls, NY. However, during the past few months JBI has changed their business plan. They closed their preprocessing plant in Canada and said that unless Madison County can provide them with cleaner preprocessed material they can't process it. "Our contract with JBI Inc. should be terminated." said Zecca.

The OFFICIAL minutes of the Solid Waste and Recycling Committee
of Madison County, dated February 14, 2014, has this to say:

Plastics to Oil Project Updates - Terminate Supply Contract with JBI Inc. for cause -

Motion by S. Henderson to terminate the agreement with JBI Inc. of Niagara Falls to provide plastics for conversion to diesel fuel as JBI is no longer accepting agricultural plastics and are in default of their contract seconded by J. Rafte and approved.

...and in yet another OFFICIAL minutes of the Solid Waste and Recycling
Committee of Madison County, dated March 18, 2014 the County had this
to say:

Attorney Buchan reported that the contract with JBI Inc. of Niagara Falls was terminate with cause. They refused to take any more plastic from Madison County. The letter to JBI is to be signed by chairman John Becker.
