kblb needs cash...they get it all from csc who dont "invest" a dime...existing shareholders cannot support all that dilution...thus the drop in pps to 3 pennies...
be all that as it may, kblb needs cash...and a lot of it to get started in vietnam...without vietnam, they wont need a dime...

as long as csc can still sell kblb shares in the market (doesnt matter how low it goes) kblb will have access to cash...once the volume drops too low, as they were recently no doubt warned by csc, then there will be money for anything...
