I agree, that was my point. As an example, depression could and can be termed a mental illness; most people suffer depression at a time or times in their lives.
The death of a loved one can leave some depressed for a long time, for some clinically depressed as this is a term many doctors are far too quick to use as it gives them clearance to right a script for the patient. This will stay in a person health record even though one usually gets over this depression. However, it will be there in a health record just waiting to be abused.
